44 HOUSE CONCURRENT RESOLUTION
55 WHEREAS, Cathy Pope has been honored by the YWCA of Lubbock
66 with a Women of Excellence Award for her remarkable achievements in
77 the field of government and human services, and her selection for
88 this tribute is most fitting; and
99 WHEREAS, The Women of Excellence Award was created in 1989 to
1010 emphasize the vital roles that women play in both the civic and
1111 professional worlds, honoring women for their achievements and for
1212 their contributions to the community as leaders and volunteers; and
1313 WHEREAS, Cathy Pope's education, training, career, and
1414 passion have been directed toward supporting people with
1515 disabilities and reducing harmful misconceptions of mental
1616 illness, mental retardation, and chemical dependency; today, she
1717 has an outstanding record of success in advancing the cause of
1818 mental health as executive director of the Lubbock Regional Mental
1919 Health Mental Retardation Center (MHMR); and
2020 WHEREAS, A graduate of Texas Tech University, Mrs. Pope
2121 earned a bachelor's degree in government in 1972 and a master's
2222 degree in sociology in 1977; also a licensed master social worker
2323 and chemical dependency counselor, she has opened two halfway
2424 houses and assumed operational responsibility for a third, created
2525 the first 24-hour crisis mobile team in the state, established the
2626 first outpatient day program for people with mental illness, and
2727 implemented the Mental Retardation Local Authority Program; and
2828 WHEREAS, Named to the executive director position in 2008,
2929 Mrs. Pope is responsible for a $25 million organization with more
3030 than 400 people providing services to over 6,000 Lubbock-area
3131 residents; in addition to securing funding for a facility to house
3232 the Program of All-Inclusive Care for the Elderly, she oversees the
3333 administration of local AIDS programs and the Community Youth
3434 Development Grant; and
3535 WHEREAS, During her notable 30-year career, Mrs. Pope has
3636 served MHMR as Community Support Services director, director of the
3737 Mental Health Program, deputy director for Mental Health and
3838 Substance Abuse Services, and deputy director for Network
3939 Management; she also designed and managed construction of Sunrise
4040 Canyon Hospital and created MHMR's network management division; and
4141 WHEREAS, Active in many state and local cooperative
4242 initiatives, Mrs. Pope was an original member of the Texas
4343 Department of Mental Health and Mental Retardation Commissioner's
4444 Case Management Task Force and a founding member of the local
4545 chapter of the National Alliance on Mental Illness and has worked
4646 with the Department of State Health Services on the Resiliency and
4747 Disease Management Service Delivery System; and
4848 WHEREAS, With her receipt of a Women of Excellence Award,
4949 Cathy Pope joins an elite group of women who have been honored by
5050 the YWCA of Lubbock; distinguished by her intelligence,
5151 determination, and talent, she is indeed a worthy role model for
5252 this and future generations; now, therefore, be it
5353 RESOLVED, That the 81st Legislature of the State of Texas
5454 hereby congratulate Cathy Pope on receiving a 2009 Women of
5555 Excellence Award from the YWCA of Lubbock and extend to her sincere
5656 best wishes for continued success and happiness; and, be it further
5757 RESOLVED, That an official copy of this resolution be
5858 prepared for Mrs. Pope as an expression of high regard by the Texas
5959 House of Representatives and Senate.
