5 | 5 | | WHEREAS, Cathy Pope has been honored by the YWCA of Lubbock |

6 | 6 | | with a Women of Excellence Award for her remarkable achievements in |
---|
7 | 7 | | the field of government and human services, and her selection for |
---|
8 | 8 | | this tribute is most fitting; and |
---|
9 | 9 | | WHEREAS, The Women of Excellence Award was created in 1989 to |
---|
10 | 10 | | emphasize the vital roles that women play in both the civic and |
---|
11 | 11 | | professional worlds, honoring women for their achievements and for |
---|
12 | 12 | | their contributions to the community as leaders and volunteers; and |
---|
13 | 13 | | WHEREAS, Cathy Pope's education, training, career, and |
---|
14 | 14 | | passion have been directed toward supporting people with |
---|
15 | 15 | | disabilities and reducing harmful misconceptions of mental |
---|
16 | 16 | | illness, mental retardation, and chemical dependency; today, she |
---|
17 | 17 | | has an outstanding record of success in advancing the cause of |
---|
18 | 18 | | mental health as executive director of the Lubbock Regional Mental |
---|
19 | 19 | | Health Mental Retardation Center (MHMR); and |
---|
20 | 20 | | WHEREAS, A graduate of Texas Tech University, Mrs. Pope |
---|
21 | 21 | | earned a bachelor's degree in government in 1972 and a master's |
---|
22 | 22 | | degree in sociology in 1977; also a licensed master social worker |
---|
23 | 23 | | and chemical dependency counselor, she has opened two halfway |
---|
24 | 24 | | houses and assumed operational responsibility for a third, created |
---|
25 | 25 | | the first 24-hour crisis mobile team in the state, established the |
---|
26 | 26 | | first outpatient day program for people with mental illness, and |
---|
27 | 27 | | implemented the Mental Retardation Local Authority Program; and |
---|
28 | 28 | | WHEREAS, Named to the executive director position in 2008, |
---|
29 | 29 | | Mrs. Pope is responsible for a $25 million organization with more |
---|
30 | 30 | | than 400 people providing services to over 6,000 Lubbock-area |
---|
31 | 31 | | residents; in addition to securing funding for a facility to house |
---|
32 | 32 | | the Program of All-Inclusive Care for the Elderly, she oversees the |
---|
33 | 33 | | administration of local AIDS programs and the Community Youth |
---|
34 | 34 | | Development Grant; and |
---|
35 | 35 | | WHEREAS, During her notable 30-year career, Mrs. Pope has |
---|
36 | 36 | | served MHMR as Community Support Services director, director of the |
---|
37 | 37 | | Mental Health Program, deputy director for Mental Health and |
---|
38 | 38 | | Substance Abuse Services, and deputy director for Network |
---|
39 | 39 | | Management; she also designed and managed construction of Sunrise |
---|
40 | 40 | | Canyon Hospital and created MHMR's network management division; and |
---|
41 | 41 | | WHEREAS, Active in many state and local cooperative |
---|
42 | 42 | | initiatives, Mrs. Pope was an original member of the Texas |
---|
43 | 43 | | Department of Mental Health and Mental Retardation Commissioner's |
---|
44 | 44 | | Case Management Task Force and a founding member of the local |
---|
45 | 45 | | chapter of the National Alliance on Mental Illness and has worked |
---|
46 | 46 | | with the Department of State Health Services on the Resiliency and |
---|
47 | 47 | | Disease Management Service Delivery System; and |
---|
48 | 48 | | WHEREAS, With her receipt of a Women of Excellence Award, |
---|
49 | 49 | | Cathy Pope joins an elite group of women who have been honored by |
---|
50 | 50 | | the YWCA of Lubbock; distinguished by her intelligence, |
---|
51 | 51 | | determination, and talent, she is indeed a worthy role model for |
---|
52 | 52 | | this and future generations; now, therefore, be it |
---|
53 | 53 | | RESOLVED, That the 81st Legislature of the State of Texas |

54 | 54 | | hereby congratulate Cathy Pope on receiving a 2009 Women of |
---|
55 | 55 | | Excellence Award from the YWCA of Lubbock and extend to her sincere |

56 | 56 | | best wishes for continued success and happiness; and, be it further |
