H.C.R. No. 142 HOUSE CONCURRENT RESOLUTION WHEREAS, Cathy Pope has been honored by the YWCA of Lubbock with a Women of Excellence Award for her remarkable achievements in the field of government and human services, and her selection for this tribute is most fitting; and WHEREAS, The Women of Excellence Award was created in 1989 to emphasize the vital roles that women play in both the civic and professional worlds, honoring women for their achievements and for their contributions to the community as leaders and volunteers; and WHEREAS, Cathy Pope's education, training, career, and passion have been directed toward supporting people with disabilities and reducing harmful misconceptions of mental illness, mental retardation, and chemical dependency; today, she has an outstanding record of success in advancing the cause of mental health as executive director of the Lubbock Regional Mental Health Mental Retardation Center (MHMR); and WHEREAS, A graduate of Texas Tech University, Mrs. Pope earned a bachelor's degree in government in 1972 and a master's degree in sociology in 1977; also a licensed master social worker and chemical dependency counselor, she has opened two halfway houses and assumed operational responsibility for a third, created the first 24-hour crisis mobile team in the state, established the first outpatient day program for people with mental illness, and implemented the Mental Retardation Local Authority Program; and WHEREAS, Named to the executive director position in 2008, Mrs. Pope is responsible for a $25 million organization with more than 400 people providing services to over 6,000 Lubbock-area residents; in addition to securing funding for a facility to house the Program of All-Inclusive Care for the Elderly, she oversees the administration of local AIDS programs and the Community Youth Development Grant; and WHEREAS, During her notable 30-year career, Mrs. Pope has served MHMR as Community Support Services director, director of the Mental Health Program, deputy director for Mental Health and Substance Abuse Services, and deputy director for Network Management; she also designed and managed construction of Sunrise Canyon Hospital and created MHMR's network management division; and WHEREAS, Active in many state and local cooperative initiatives, Mrs. Pope was an original member of the Texas Department of Mental Health and Mental Retardation Commissioner's Case Management Task Force and a founding member of the local chapter of the National Alliance on Mental Illness and has worked with the Department of State Health Services on the Resiliency and Disease Management Service Delivery System; and WHEREAS, With her receipt of a Women of Excellence Award, Cathy Pope joins an elite group of women who have been honored by the YWCA of Lubbock; distinguished by her intelligence, determination, and talent, she is indeed a worthy role model for this and future generations; now, therefore, be it RESOLVED, That the 81st Legislature of the State of Texas hereby congratulate Cathy Pope on receiving a 2009 Women of Excellence Award from the YWCA of Lubbock and extend to her sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mrs. Pope as an expression of high regard by the Texas House of Representatives and Senate.
