44 HOUSE CONCURRENT RESOLUTION
55 WHEREAS, The Institute of Medicine estimated in its report To
66 Err Is Human: Building a Safer Health System that more American
77 lives are lost each year from preventable medical errors than those
88 lost to breast cancer, AIDS, or motor vehicle accidents; and
99 WHEREAS, Nearly one-fifth of these preventable errors occur
1010 because health care providers cannot get immediate access to the
1111 health information they need, and this lack of access causes many
1212 individuals to undergo unnecessary diagnostic tests and procedures
1313 that increase their health care costs; and
1414 WHEREAS, Health information technology can be used to improve
1515 the quality, safety, and efficiency of the health care system for
1616 all Texans as well as to reduce costs; recognizing these important
1717 benefits, state policy makers have sought to increase awareness and
1818 promote adoption of health information technology by creating the
1919 Texas Health Information Technology Advisory Committee, the Texas
2020 Health Care System Integrity Partnership, the State Health
2121 Information Architecture, and, more recently, the Texas Health
2222 Services Authority; and
2323 WHEREAS, On January 27, 2009, the Austin, Dallas Fort Worth,
2424 and South Central Texas chapters of the Healthcare Information and
2525 Management Systems Society together with the College of Healthcare
2626 Information Management Executives are cosponsoring the Texas
2727 Healthcare Information Technology Forum; with a mission to improve
2828 public awareness through education, the forum provides an
2929 opportunity for citizens and organizations to discuss and promote
3030 the importance of health care information for all; now, therefore,
3131 be it
3232 RESOLVED, That the 81st Legislature of the State of Texas
3333 hereby designate January 27, 2009, as Texas Healthcare Information
3434 Technology Day, commend participants at the Texas Healthcare
3535 Information Technology Forum for attempting to raise awareness
3636 through education, and honor those individuals responsible for
3737 furthering the adoption of health information technology
3838 throughout the state.
