44 HOUSE CONCURRENT RESOLUTION
55 WHEREAS, Haven for Hope of Bexar County commemorated its
66 first full year of service in April 2009, providing a fitting
77 opportunity to recognize this noteworthy institution; and
88 WHEREAS, San Antonio city officials began working on the
99 plans for Haven for Hope in 2006, when Mayor Phil Hardberger
1010 launched the Community Council to End Homelessness; after extensive
1111 research, the group concluded that treating the root causes of
1212 homelessness with a wide array of social services in a single,
1313 central location was the most successful approach; thus, in
1414 November of that year, Haven for Hope was formed as an independent
1515 nonprofit organization that would later evolve into a multiservice
1616 campus offering education, job training, child care, medical and
1717 substance abuse treatment, and much more; and
1818 WHEREAS, To meet the needs of the homeless community in Bexar
1919 County, Haven for Hope has developed into a comprehensive and
2020 efficient institution that works with more than 70 partner agencies
2121 to help homeless individuals and families become self-sufficient;
2222 the organization also seeks to reduce the number of homeless
2323 individuals in the criminal justice and public health systems and
2424 to remain a sustainable and cost-effective program, and it has
2525 distinguished itself as a model for similar initiatives across
2626 Texas; and
2727 WHEREAS, Today, the 1,000-bed Haven for Hope facility sits on
2828 a 37-acre campus adjacent to San Antonio's Central Business
2929 District; in addition to its initial year of service, Haven for Hope
3030 is marking the first anniversary of its mental health and substance
3131 abuse treatment clinic, which operates in conjunction with the
3232 Center for Healthcare Services and was the first of 15 buildings to
3333 open its doors on the Haven for Hope campus; and
3434 WHEREAS, The year 2009 has also brought the establishment of
3535 new programs, including a dental clinic with the support of San
3636 Antonio Christian Dental Clinic and medical services through
3737 CentroMed, a federally subsidized health center; moreover, the
3838 institution has built partnerships with Benevolence Works to offer
3939 social security income payee services and with San Antonio Prevent
4040 Blindness and I Care San Antonio to provide vision care; and
4141 WHEREAS, Haven for Hope is committed to improving the quality
4242 of life for area Texans, and its outstanding efforts are benefiting
4343 the greater community in myriad ways; now, therefore, be it
4444 RESOLVED, That the 81st Legislature of the State of Texas
4545 hereby honor Haven for Hope on its first year of service in San
4646 Antonio and extend to all those associated with the institution
4747 sincere best wishes for continued success; and, be it further
4848 RESOLVED, That an official copy of this resolution be
4949 prepared for Haven for Hope as an expression of high regard by the
5050 Texas House of Representatives and Senate.
