5	5	WHEREAS, Haven for Hope of Bexar County commemorated its
6	6	first full year of service in April 2009, providing a fitting
7	7	opportunity to recognize this noteworthy institution; and
8	8	WHEREAS, San Antonio city officials began working on the
9	9	plans for Haven for Hope in 2006, when Mayor Phil Hardberger
10	10	launched the Community Council to End Homelessness; after extensive
11	11	research, the group concluded that treating the root causes of
12	12	homelessness with a wide array of social services in a single,
13	13	central location was the most successful approach; thus, in
14	14	November of that year, Haven for Hope was formed as an independent
15	15	nonprofit organization that would later evolve into a multiservice
16	16	campus offering education, job training, child care, medical and
17	17	substance abuse treatment, and much more; and
18	18	WHEREAS, To meet the needs of the homeless community in Bexar
19	19	County, Haven for Hope has developed into a comprehensive and
20	20	efficient institution that works with more than 70 partner agencies
21	21	to help homeless individuals and families become self-sufficient;
22	22	the organization also seeks to reduce the number of homeless
23	23	individuals in the criminal justice and public health systems and
24	24	to remain a sustainable and cost-effective program, and it has
25	25	distinguished itself as a model for similar initiatives across
26	26	Texas; and
27	27	WHEREAS, Today, the 1,000-bed Haven for Hope facility sits on
28	28	a 37-acre campus adjacent to San Antonio's Central Business
29	29	District; in addition to its initial year of service, Haven for Hope
30	30	is marking the first anniversary of its mental health and substance
31	31	abuse treatment clinic, which operates in conjunction with the
32	32	Center for Healthcare Services and was the first of 15 buildings to
33	33	open its doors on the Haven for Hope campus; and
34	34	WHEREAS, The year 2009 has also brought the establishment of
35	35	new programs, including a dental clinic with the support of San
36	36	Antonio Christian Dental Clinic and medical services through
37	37	CentroMed, a federally subsidized health center; moreover, the
38	38	institution has built partnerships with Benevolence Works to offer
39	39	social security income payee services and with San Antonio Prevent
40	40	Blindness and I Care San Antonio to provide vision care; and
41	41	WHEREAS, Haven for Hope is committed to improving the quality
42	42	of life for area Texans, and its outstanding efforts are benefiting
43	43	the greater community in myriad ways; now, therefore, be it
44	44	RESOLVED, That the 81st Legislature of the State of Texas
45	45	hereby honor Haven for Hope on its first year of service in San
46	46	Antonio and extend to all those associated with the institution
47	47	sincere best wishes for continued success; and, be it further
48	48	RESOLVED, That an official copy of this resolution be
49	49	prepared for Haven for Hope as an expression of high regard by the
50	50	Texas House of Representatives and Senate.
