4	4	HOUSE CONCURRENT RESOLUTION
5	5	WHEREAS, The display of the flag of the Socialist Republic of
6	6	Vietnam on the central campus of the University of Houston, as well
7	7	as on other campuses of higher learning, has caused great distress
8	8	to many members of the Vietnamese American community; and
9	9	WHEREAS, This flag, which features a yellow star on a red
10	10	background, was first adopted by the Indochinese Communist Party in
11	11	the mid-20th century; it represents a source of anguish to
12	12	countless people who fled to the United States as a welcoming haven
13	13	of liberty and tolerance; to these esteemed citizens, the display
14	14	of this flag is interpreted as a lack of respect for their historic
15	15	struggles; and
16	16	WHEREAS, In contrast, the Freedom and Heritage Flag
17	17	symbolizes both the Vietnamese cultural heritage and a deeply
18	18	rooted resilience and yearning for democracy; this flag, which
19	19	bears three red stripes on a background of golden yellow, was flown
20	20	for the first time at a ceremony marking the official recognition by
21	21	France of Vietnamese unity and independence; and
22	22	WHEREAS, The University of Houston and other institutions of
23	23	higher learning can express their respect for Vietnamese American
24	24	culture and their support for the ideals of liberty and democracy by
25	25	replacing the flag of the Socialist Republic of Vietnam with the
26	26	Freedom and Heritage Flag; now, therefore, be it
27	27	RESOLVED, That the 81st Legislature of the State of Texas
28	28	hereby urge the University of Houston and other institutions of
29	29	higher education to cease displaying the red flag of the Socialist
30	30	Republic of Vietnam and to instead fly the golden yellow Freedom and
31	31	Heritage Flag that has been embraced by the Vietnamese American
32	32	community; and, be it further
33	33	RESOLVED, That the secretary of state forward an official
34	34	copy of this resolution to the commissioner of higher education as
35	35	an expression of the sentiment of the house of representatives and
36	36	senate.
