44 HOUSE CONCURRENT RESOLUTION
55 WHEREAS, The display of the flag of the Socialist Republic of
66 Vietnam on the central campus of the University of Houston, as well
77 as on other campuses of higher learning, has caused great distress
88 to many members of the Vietnamese American community; and
99 WHEREAS, This flag, which features a yellow star on a red
1010 background, was first adopted by the Indochinese Communist Party in
1111 the mid-20th century; it represents a source of anguish to
1212 countless people who fled to the United States as a welcoming haven
1313 of liberty and tolerance; to these esteemed citizens, the display
1414 of this flag is interpreted as a lack of respect for their historic
1515 struggles; and
1616 WHEREAS, In contrast, the Freedom and Heritage Flag
1717 symbolizes both the Vietnamese cultural heritage and a deeply
1818 rooted resilience and yearning for democracy; this flag, which
1919 bears three red stripes on a background of golden yellow, was flown
2020 for the first time at a ceremony marking the official recognition by
2121 France of Vietnamese unity and independence; and
2222 WHEREAS, The University of Houston and other institutions of
2323 higher learning can express their respect for Vietnamese American
2424 culture and their support for the ideals of liberty and democracy by
2525 replacing the flag of the Socialist Republic of Vietnam with the
2626 Freedom and Heritage Flag; now, therefore, be it
2727 RESOLVED, That the 81st Legislature of the State of Texas
2828 hereby urge the University of Houston and other institutions of
2929 higher education to cease displaying the red flag of the Socialist
3030 Republic of Vietnam and to instead fly the golden yellow Freedom and
3131 Heritage Flag that has been embraced by the Vietnamese American
3232 community; and, be it further
3333 RESOLVED, That the secretary of state forward an official
3434 copy of this resolution to the commissioner of higher education as
3535 an expression of the sentiment of the house of representatives and
3636 senate.
