1010 HOUSE CONCURRENT RESOLUTION
1111 WHEREAS, The Honorable Paul Cruz Moreno, who joined the Texas
1212 House of Representatives in 1967, retired as the
1313 second-longest-serving member of that body in January 2009; and
1414 WHEREAS, This esteemed Texan was born on April 28, 1931, and
1515 was raised in El Paso; following his high school graduation, he
1616 enlisted in the Marines and, during his six years in uniform, he
1717 served with valor in the Korean War, earning numerous awards and
1818 decorations; he subsequently received a bachelor's degree in
1919 business administration from Texas Western College and a law degree
2020 from The University of Texas; and
2121 WHEREAS, Representative Moreno began his legislative career
2222 in 1967; long regarded as the "conscience" of the Texas House, he
2323 pushed for ethics reforms in the 1970s as a member of the "Dirty
2424 30"; he has also been a tenacious champion of the disadvantaged,
2525 fighting for single-member districts, seeking to expand access to
2626 quality education, and calling for the respectful recognition, both
2727 in rhetoric and in policy, of every individual's human dignity; and
2828 WHEREAS, Believed to be the longest-serving Mexican American
2929 lawmaker in the country, Representative Moreno in 1973 joined in
3030 founding the Mexican American Legislative Caucus, which addresses
3131 issues of particular concern to Latinos in Texas; moreover, he has
3232 endeavored to encourage grassroots participation in the political
3333 process, helping to establish the group Tejano Democrats and giving
3434 substantial support to the creation of the University Democrats at
3535 UTEP; and
3636 WHEREAS, For 40 years, Paul Moreno has devoted his
3737 considerable talents and abilities to representing the interests of
3838 his constituents and to advancing the cause of social justice in the
3939 Lone Star State, and his colleagues have proposed naming a state
4040 office building in his honor as a fitting tribute; and
4141 WHEREAS, By this resolution, the presiding officers and
4242 members of the house and senate express support and consent for
4343 naming a state office building in El Paso in Representative
4444 Moreno's honor, and this resolution serves as the authorization
4545 required by Section 2165.005, Government Code; now, therefore, be
4646 it
4747 RESOLVED, That the 81st Legislature of the State of Texas
4848 hereby pay tribute to the Honorable Paul Cruz Moreno for his four
4949 decades of exemplary legislative service and direct the Texas
5050 Facilities Commission to name the state office building located at
5151 401 East Franklin Avenue in El Paso the Paul C. Moreno State Office
5252 Building; and, be it further
5353 RESOLVED, That the secretary of state forward an official
5454 copy of this resolution to the chair and executive director of the
5555 Texas Facilities Commission.
