11 | 11 | | WHEREAS, The Honorable Paul Cruz Moreno, who joined the Texas |
---|
12 | 12 | | House of Representatives in 1967, retired as the |
---|
13 | 13 | | second-longest-serving member of that body in January 2009; and |
---|
14 | 14 | | WHEREAS, This esteemed Texan was born on April 28, 1931, and |
---|
15 | 15 | | was raised in El Paso; following his high school graduation, he |
---|
16 | 16 | | enlisted in the Marines and, during his six years in uniform, he |
---|
17 | 17 | | served with valor in the Korean War, earning numerous awards and |
---|
18 | 18 | | decorations; he subsequently received a bachelor's degree in |
---|
19 | 19 | | business administration from Texas Western College and a law degree |
---|
20 | 20 | | from The University of Texas; and |
---|
21 | 21 | | WHEREAS, Representative Moreno began his legislative career |
---|
22 | 22 | | in 1967; long regarded as the "conscience" of the Texas House, he |
---|
23 | 23 | | pushed for ethics reforms in the 1970s as a member of the "Dirty |
---|
24 | 24 | | 30"; he has also been a tenacious champion of the disadvantaged, |
---|
25 | 25 | | fighting for single-member districts, seeking to expand access to |
---|
26 | 26 | | quality education, and calling for the respectful recognition, both |
---|
27 | 27 | | in rhetoric and in policy, of every individual's human dignity; and |
---|
28 | 28 | | WHEREAS, Believed to be the longest-serving Mexican American |
---|
29 | 29 | | lawmaker in the country, Representative Moreno in 1973 joined in |
---|
30 | 30 | | founding the Mexican American Legislative Caucus, which addresses |
---|
31 | 31 | | issues of particular concern to Latinos in Texas; moreover, he has |
---|
32 | 32 | | endeavored to encourage grassroots participation in the political |
---|
33 | 33 | | process, helping to establish the group Tejano Democrats and giving |
---|
34 | 34 | | substantial support to the creation of the University Democrats at |
---|
35 | 35 | | UTEP; and |
---|
36 | 36 | | WHEREAS, For 40 years, Paul Moreno has devoted his |
---|
37 | 37 | | considerable talents and abilities to representing the interests of |
---|
38 | 38 | | his constituents and to advancing the cause of social justice in the |
---|
39 | 39 | | Lone Star State, and his colleagues have proposed naming a state |
---|
40 | 40 | | office building in his honor as a fitting tribute; and |
---|
41 | 41 | | WHEREAS, By this resolution, the presiding officers and |
---|
42 | 42 | | members of the house and senate express support and consent for |
---|
43 | 43 | | naming a state office building in El Paso in Representative |
---|
44 | 44 | | Moreno's honor, and this resolution serves as the authorization |
---|
45 | 45 | | required by Section 2165.005, Government Code; now, therefore, be |
---|
46 | 46 | | it |

47 | 47 | | RESOLVED, That the 81st Legislature of the State of Texas |
---|
48 | 48 | | hereby pay tribute to the Honorable Paul Cruz Moreno for his four |
---|
49 | 49 | | decades of exemplary legislative service and direct the Texas |
---|
50 | 50 | | Facilities Commission to name the state office building located at |
---|
51 | 51 | | 401 East Franklin Avenue in El Paso the Paul C. Moreno State Office |
---|
52 | 52 | | Building; and, be it further |

53 | 53 | | RESOLVED, That the secretary of state forward an official |
---|
54 | 54 | | copy of this resolution to the chair and executive director of the |
---|
55 | 55 | | Texas Facilities Commission. |
