44 HOUSE CONCURRENT RESOLUTION
55 WHEREAS, The Texas Legislature is pleased to honor Michael
66 William Heskett, Ph.D., for his outstanding service in behalf of
77 the State of Texas; and
88 WHEREAS, Since 1988, Dr. Heskett has distinguished himself as
99 the state records administrator and director of the state and local
1010 records management division of the Texas State Library and Archives
1111 Commission; and
1212 WHEREAS, Dr. Heskett joined the commission in 1983 as a
1313 contract worker to research and develop the Texas Municipal Records
1414 Manual, and he went on to revise the Texas County Records Manual; he
1515 was hired on a full-time basis in 1986, and three years later he was
1616 put in charge of the development of records retention standards for
1717 all local governments; and
1818 WHEREAS, Throughout his career, Dr. Heskett has developed a
1919 reputation as an authority in the preparation of records management
2020 manuals, records retention guidelines for state agencies and local
2121 governments, administrative rules for the microfilming and
2222 electronic storage of governmental records, and rules for
2323 electronically filing real property documents with county clerks;
2424 and
2525 WHEREAS, Referred to as the "father of Texas local government
2626 records management" by his colleagues, Dr. Heskett played a vital
2727 role in drafting the Local Government Records Act of 1989 and helped
2828 to modernize the state agency records management laws in 1997; and
2929 WHEREAS, The Texas State Library and Archives Commission was
3030 charged by the 79th Texas Legislature with the task of producing
3131 Required Reports Prepared by State Agencies and Institutions of
3232 Higher Education, and Dr. Heskett skillfully led this effort for
3333 his agency to document the level of reporting required of Texas
3434 government, with an eye toward streamlining and improving such
3535 reporting; and
3636 WHEREAS, Michael Heskett has been an exemplary public servant
3737 and a guardian of public records and open government, and his
3838 presence at the Texas State Library and Archives Commission will be
3939 greatly missed; now, therefore, be it
4040 RESOLVED, That the 81st Legislature of the State of Texas
4141 hereby honor Michael William Heskett and commend him for his 26
4242 years of valuable service to the State of Texas; and, be it further
4343 RESOLVED, That an official copy of this resolution be
4444 prepared for Dr. Heskett as an expression of high regard by the
4545 Texas House of Representatives and Senate.
