 A JOINT RESOLUTION
 proposing a constitutional amendment disqualifying certain persons
 from service in the Legislature.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Article III, Texas Constitution, is amended by
 adding Section 7-a to read as follows:
 Sec. 7-a.  DISQUALIFICATION OF CERTAIN PERSONS FROM SERVICE
 IN THE LEGISLATURE.  No person shall be a member of either House if
 the person has been finally convicted of a felony, regardless of
 whether the person has fully discharged the person's sentence,
 including any term of incarceration, parole, or supervision, or
 completed a period of probation ordered by any court or has been
 pardoned or otherwise released from the resulting disability to
 vote.
 SECTION 2. This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 3, 2009.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment disqualifying persons
 who have been finally convicted of a felony from service in the
 Legislature."
