5	5	WHEREAS, Deteriorating conditions in the credit markets have
6	6	severely diminished the ability of cities to access traditional
7	7	sources of funding for projects that meet critical local needs;
8	8	consequently, many municipal projects today are in jeopardy or are
9	9	being delayed, with prospects for their future realization highly
10	10	uncertain; and
11	11	WHEREAS, Municipal projects provide important, effective
12	12	economic stimulus and are worthy of partnership with the federal
13	13	government; civic projects instantly create and cause the retention
14	14	of multiple thousands of jobs in many different industries; city
15	15	projects often include partnerships with the private sector that
16	16	create a leveraging of mutual interests and maximum economic
17	17	benefit for the greater community; many city projects are transit
18	18	oriented, which spurs additional economic benefit; moreover, when
19	19	projects involve the enhancement or development of public mass
20	20	transit, they result in reduced highway congestion, reduced air
21	21	pollution, and reduced dependence on foreign oil; and
22	22	WHEREAS, Projects supported by municipal bonds are vetted
23	23	locally, approved in elections by local voters, and administered
24	24	locally, conditions that promote the highest level of transparency
25	25	and accountability; and
26	26	WHEREAS, Recently passed amendments to the Troubled Assets
27	27	Relief Program (TARP) legislation that are contained in H.R. 384,
28	28	Section 402, clarify the authority of the U.S. Treasury regarding
29	29	municipal securities; exercising the authority to directly
30	30	purchase such bonds, and/or provide credit enhancements for them,
31	31	would provide an opportunity to realize immediate, significant
32	32	contributions to our economic recovery; and
33	33	WHEREAS, Directly purchasing municipal securities at
34	34	appropriate interest rates, or providing credit enhancements that
35	35	allow cities access to traditional market interest rates for bonds,
36	36	would give the federal government the opportunity to be repaid,
37	37	with interest, the entire sum it furnishes through the partnership;
38	38	in addition, providing this relief in the municipal credit markets
39	39	would result in a significant tax reduction for local taxpayers in
40	40	the form of dramatically reduced publicly funded interest costs;
41	41	and
42	42	WHEREAS, Working together to construct an efficient
43	43	application of the authorization provided in H.R. 384, Section 402,
44	44	would greatly enhance our country's progress toward economic
45	45	recovery; now, therefore, be it
46	46	RESOLVED, That the House of Representatives of the 81st Texas
47	47	Legislature hereby respectfully urge U.S. Secretary of the Treasury
48	48	Timothy Geithner to implement a plan that will allow cities
49	49	affected by the credit crisis to access traditional market interest
50	50	rates for bonds; and, be it further
51	51	RESOLVED, That the chief clerk forward an official copy of
52	52	this resolution to the U.S. secretary of the treasury.
