5 | 5 | | WHEREAS, An inspiring advocate for the blind community, |

6 | 6 | | Carolyn Marie Garrett passed away on October 8, 1998, at the age of |

7 | 7 | | 48, leaving behind a remarkable legacy that continues to resonate |
---|
8 | 8 | | in the Bayou City and beyond; and |
---|
9 | 9 | | WHEREAS, Born on September 18, 1950, Carolyn Garrett went on |
---|
10 | 10 | | to graduate from the Texas School for the Blind and Visually |
---|
11 | 11 | | Impaired in 1970 and to compete in power lifting and tandem |
---|
12 | 12 | | bicycling events sponsored by the United States Association of |
---|
13 | 13 | | Blind Athletes; dedicated to improving the quality of life for the |
---|
14 | 14 | | blind, she was also active in a number of local, state, and national |
---|
15 | 15 | | organizations; she served as president of the Houston chapter of |
---|
16 | 16 | | the American Council of the Blind and as the group's representative |
---|
17 | 17 | | on the Technology Committee of the National Library Service for the |
---|
18 | 18 | | Blind and Physically Handicapped, and she was a board member of |
---|
19 | 19 | | Library Users of America; and |
---|
20 | 20 | | WHEREAS, Mrs. Garrett was especially committed to ensuring |
---|
21 | 21 | | that all blind children and adults were given the opportunity to |
---|
22 | 22 | | realize their full potential and to live independently, and through |
---|
23 | 23 | | her own experiences, she was a testament to what individuals with |
---|
24 | 24 | | disabilities could achieve; in 1994, she was appointed by the |
---|
25 | 25 | | governor to the board of directors of the Texas Commission for the |
---|
26 | 26 | | Blind, serving nearly two terms, and her noteworthy efforts were |
---|
27 | 27 | | later recognized by the American Council of the Blind in Texas and |
---|
28 | 28 | | the Division for Blind Services of the Texas Department of |
---|
29 | 29 | | Assistive and Rehabilitative Services with the naming of the |
---|
30 | 30 | | Carolyn Garrett Legislative Leadership Conference, a biennial |
---|
31 | 31 | | event for blind youth; and |
---|
32 | 32 | | WHEREAS, This kind and generous Texan further distinguished |
---|
33 | 33 | | herself in the community as a key contact counselor for the area |
---|
34 | 34 | | chapter of La Leche League International and as a congregant of New |
---|
35 | 35 | | Faith Church; she was known for being a good listener who always |
---|
36 | 36 | | shared encouraging words, and at the time of her passing, she was |
---|
37 | 37 | | pursuing a degree in Christian family counseling from the |
---|
38 | 38 | | University of Houston; moreover, Mrs. Garrett shared 28 years with |
---|
39 | 39 | | her loving husband, Michael, and she was a devoted mother to her |
---|
40 | 40 | | three daughters, Lisa, Tiffany, and Denay; and |
---|
41 | 41 | | WHEREAS, Although her life ended far too soon, Carolyn |
---|
42 | 42 | | Garrett benefited her fellow citizens in myriad ways, and her |
---|
43 | 43 | | outstanding contributions have not been forgotten; now, therefore, |
---|
44 | 44 | | be it |

45 | 45 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
46 | 46 | | Legislature hereby honor the memory of Carolyn Marie Garrett; and, |
---|
47 | 47 | | be it further |

48 | 48 | | RESOLVED, That an official copy of this resolution be |

49 | 49 | | prepared for her family and that when the Texas House of |

50 | 50 | | Representatives adjourns this day, it do so in memory of Carolyn |
