5	5	WHEREAS, Memories of a life filled with joyful times and
6	6	meaningful accomplishments remain to comfort the family and friends
7	7	of Marvin Wayne Kelley of Austin, who passed away on April 12, 2009,
8	8	at the age of 55; and
9	9	WHEREAS, Born in Cameron on October 31, 1953, to Harmon and
10	10	Shirley Kelley, Wayne Kelley was the youngest of five children;
11	11	growing up he enjoyed a variety of activities, including Little
12	12	League baseball, and attracted many friends with his honesty and
13	13	loyalty; moreover, he taught himself to play the bass guitar on a
14	14	broomstick and formed a band that played throughout Central Texas;
15	15	and
16	16	WHEREAS, Mr. Kelley graduated from C. H. Yoe High School in
17	17	1972 and went on to earn a bachelor's degree in business management
18	18	and economics from Prairie View A&M University; while in college,
19	19	he continued to hone his skills as a musician, and he founded
20	20	another group, Free Expression, that shared a bill with such
21	21	notable acts as Rufus & Chaka Khan, the Commodores, and the Ohio
22	22	Players; his passion for music never waned, and he continued to play
23	23	the bass as a longtime member of the Wesley United Methodist Church
24	24	choir; and
25	25	WHEREAS, Mr. Kelley also distinguished himself as a dedicated
26	26	state employee for more than 30 years, during which time he worked
27	27	for the Texas Comptroller of Public Accounts, the Department of
28	28	Agriculture, the Texas Natural Resource Conservation Commission,
29	29	the office of the governor, and the Legislative Budget Board, where
30	30	he most recently served as a fiscal notes coordinator; and
31	31	WHEREAS, A devoted family man as well, this esteemed Texan
32	32	married his college sweetheart, Brenda, on December 18, 1976; the
33	33	couple were blessed with two sons, Marlon and Marvin, in whom Mr.
34	34	Kelley took great pride; he coached them in sports for more than a
35	35	decade and shared with them his enthusiasm for the Dallas Cowboys,
36	36	fishing, golf, tennis, cars, and high-tech devices; in addition to
37	37	his career and family responsibilities, Mr. Kelley demonstrated
38	38	concern for his fellow citizens as a board member of the Austin Area
39	39	Urban League; and
40	40	WHEREAS, Wayne Kelley built a life that was rich in love and
41	41	laughter, and although he will be deeply missed, memories of time
42	42	spent in his company will be forever cherished by all those who were
43	43	privileged to know him; now, therefore, be it
44	44	RESOLVED, That the House of Representatives of the 81st Texas
45	45	Legislature hereby pay tribute to the life of Marvin Wayne Kelley
46	46	and extend sincere sympathy to the members of his family: to his
47	47	wife, Brenda Kelley; to his sons, Marlon Wayne Kelley and Marvin
48	48	Julian Kelley; to his sister, Constance Kelley Ward, and her
49	49	husband, Clifford; to his brothers, Dr. Harmon W. Kelley and his
50	50	wife, Harriett, Dr. Danny Kelley and his wife, Janice, and David
51	51	Kelley and his wife, Karen; and to his other relatives and many
52	52	friends; and, be it further
53	53	RESOLVED, That an official copy of this resolution be
54	54	prepared for his family and that when the Texas House of
55	55	Representatives adjourns this day, it do so in memory of Marvin
56	56	Wayne Kelley.
