44 R E S O L U T I O N
55 WHEREAS, Memories of a life filled with joyful times and
66 meaningful accomplishments remain to comfort the family and friends
77 of Marvin Wayne Kelley of Austin, who passed away on April 12, 2009,
88 at the age of 55; and
99 WHEREAS, Born in Cameron on October 31, 1953, to Harmon and
1010 Shirley Kelley, Wayne Kelley was the youngest of five children;
1111 growing up he enjoyed a variety of activities, including Little
1212 League baseball, and attracted many friends with his honesty and
1313 loyalty; moreover, he taught himself to play the bass guitar on a
1414 broomstick and formed a band that played throughout Central Texas;
1515 and
1616 WHEREAS, Mr. Kelley graduated from C. H. Yoe High School in
1717 1972 and went on to earn a bachelor's degree in business management
1818 and economics from Prairie View A&M University; while in college,
1919 he continued to hone his skills as a musician, and he founded
2020 another group, Free Expression, that shared a bill with such
2121 notable acts as Rufus & Chaka Khan, the Commodores, and the Ohio
2222 Players; his passion for music never waned, and he continued to play
2323 the bass as a longtime member of the Wesley United Methodist Church
2424 choir; and
2525 WHEREAS, Mr. Kelley also distinguished himself as a dedicated
2626 state employee for more than 30 years, during which time he worked
2727 for the Texas Comptroller of Public Accounts, the Department of
2828 Agriculture, the Texas Natural Resource Conservation Commission,
2929 the office of the governor, and the Legislative Budget Board, where
3030 he most recently served as a fiscal notes coordinator; and
3131 WHEREAS, A devoted family man as well, this esteemed Texan
3232 married his college sweetheart, Brenda, on December 18, 1976; the
3333 couple were blessed with two sons, Marlon and Marvin, in whom Mr.
3434 Kelley took great pride; he coached them in sports for more than a
3535 decade and shared with them his enthusiasm for the Dallas Cowboys,
3636 fishing, golf, tennis, cars, and high-tech devices; in addition to
3737 his career and family responsibilities, Mr. Kelley demonstrated
3838 concern for his fellow citizens as a board member of the Austin Area
3939 Urban League; and
4040 WHEREAS, Wayne Kelley built a life that was rich in love and
4141 laughter, and although he will be deeply missed, memories of time
4242 spent in his company will be forever cherished by all those who were
4343 privileged to know him; now, therefore, be it
4444 RESOLVED, That the House of Representatives of the 81st Texas
4545 Legislature hereby pay tribute to the life of Marvin Wayne Kelley
4646 and extend sincere sympathy to the members of his family: to his
4747 wife, Brenda Kelley; to his sons, Marlon Wayne Kelley and Marvin
4848 Julian Kelley; to his sister, Constance Kelley Ward, and her
4949 husband, Clifford; to his brothers, Dr. Harmon W. Kelley and his
5050 wife, Harriett, Dr. Danny Kelley and his wife, Janice, and David
5151 Kelley and his wife, Karen; and to his other relatives and many
5252 friends; and, be it further
5353 RESOLVED, That an official copy of this resolution be
5454 prepared for his family and that when the Texas House of
5555 Representatives adjourns this day, it do so in memory of Marvin
5656 Wayne Kelley.
