| 5 | 5 | | WHEREAS, Keaton Gibson Richter of Boy Scouts of America Troop |

| 6 | 6 | | No. 104 in Galveston has attained the rank of Eagle Scout, and this |

| 7 | 7 | | accomplishment truly merits special recognition; and |
|---|
| 8 | 8 | | WHEREAS, Receiving the Eagle Scout badge is a significant |
|---|
| 9 | 9 | | honor, bestowed on only a small fraction of those who enter the |
|---|
| 10 | 10 | | scouting movement; in the course of meeting the rank's demanding |
|---|
| 11 | 11 | | criteria, Mr. Richter earned the requisite 21 merit badges and |
|---|
| 12 | 12 | | successfully completed an Eagle Scout project of benefit to his |
|---|
| 13 | 13 | | community, which consisted of organizing and producing the |
|---|
| 14 | 14 | | inaugural Lights of Love festival at the Ronald McDonald House in |
|---|
| 15 | 15 | | Galveston; and |
|---|
| 16 | 16 | | WHEREAS, This fine young Texan has demonstrated outstanding |
|---|
| 17 | 17 | | leadership ability throughout his scouting career, serving in such |
|---|
| 18 | 18 | | positions as senior patrol leader and junior assistant scoutmaster, |
|---|
| 19 | 19 | | winning the respect and admiration of his fellow scouts as he worked |
|---|
| 20 | 20 | | toward the highest rank that scouting offers; he is also a member of |
|---|
| 21 | 21 | | the Order of the Arrow; and |
|---|
| 22 | 22 | | WHEREAS, Eagle Scout Richter's dedication to excellence and |
|---|
| 23 | 23 | | his perseverance in the pursuit of his goals have proven him worthy |
|---|
| 24 | 24 | | to stand among scouting's elite, and he may indeed reflect with |
|---|
| 25 | 25 | | pride on a job well done; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 27 | 27 | | Legislature hereby congratulate Keaton Gibson Richter on achieving |
|---|
| 28 | 28 | | the rank of Eagle Scout and extend to him sincere best wishes for |
