| 5 | 5 | | WHEREAS, The Education Service Center Region 19 Head Start |

| 6 | 6 | | program and its executive director, Dr. Blanca Estela Enriquez, are |

| 7 | 7 | | being recognized with a 2009 Lucy G. Acosta Humanitarian Award, |

| 8 | 8 | | presented by LULAC Project Amistad; and |
|---|
| 9 | 9 | | WHEREAS, An El Paso-based nonprofit organization, Project |
|---|
| 10 | 10 | | Amistad hosts the annual Lucy G. Acosta Humanitarian Awards banquet |
|---|
| 11 | 11 | | to pay tribute to those individuals and groups that have |
|---|
| 12 | 12 | | demonstrated exemplary efforts in serving the community; proceeds |
|---|
| 13 | 13 | | from the event are directed toward the agency's client health and |
|---|
| 14 | 14 | | welfare fund, which provides vital assistance to senior citizens |
|---|
| 15 | 15 | | and people with disabilities; and |
|---|
| 16 | 16 | | WHEREAS, For more than two decades, Dr. Enriquez has |
|---|
| 17 | 17 | | administered the ESC Region 19 Head Start, and under her skilled |
|---|
| 18 | 18 | | leadership, the program has been recognized as a national model of |
|---|
| 19 | 19 | | excellence; designed to improve the quality of life for children |
|---|
| 20 | 20 | | and families in El Paso and Hudspeth Counties, it is the third |
|---|
| 21 | 21 | | largest Head Start program in Texas, serving nearly 4,000 |
|---|
| 22 | 22 | | individuals in more than 30 centers and providing an array of |
|---|
| 23 | 23 | | educational opportunities and comprehensive services; and |
|---|
| 24 | 24 | | WHEREAS, With a dedicated staff led by Dr. Enriquez, ESC |
|---|
| 25 | 25 | | Region 19 Head Start has helped to guide many young Texans on the |
|---|
| 26 | 26 | | path toward future achievement, and it has benefited the greater |
|---|
| 27 | 27 | | community in myriad ways; now, therefore, be it |
|---|
| 28 | 28 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 29 | 29 | | Legislature hereby honor the ESC Region 19 Project Head Start |
|---|
| 30 | 30 | | program and Dr. Blanca Estela Enriquez on receiving a 2009 Lucy G. |

| 31 | 31 | | Acosta Humanitarian Award and extend to all those associated with |
