H.R. No. 1542 R E S O L U T I O N WHEREAS, The Education Service Center Region 19 Head Start program and its executive director, Dr. Blanca Estela Enriquez, are being recognized with a 2009 Lucy G. Acosta Humanitarian Award, presented by LULAC Project Amistad; and WHEREAS, An El Paso-based nonprofit organization, Project Amistad hosts the annual Lucy G. Acosta Humanitarian Awards banquet to pay tribute to those individuals and groups that have demonstrated exemplary efforts in serving the community; proceeds from the event are directed toward the agency's client health and welfare fund, which provides vital assistance to senior citizens and people with disabilities; and WHEREAS, For more than two decades, Dr. Enriquez has administered the ESC Region 19 Head Start, and under her skilled leadership, the program has been recognized as a national model of excellence; designed to improve the quality of life for children and families in El Paso and Hudspeth Counties, it is the third largest Head Start program in Texas, serving nearly 4,000 individuals in more than 30 centers and providing an array of educational opportunities and comprehensive services; and WHEREAS, With a dedicated staff led by Dr. Enriquez, ESC Region 19 Head Start has helped to guide many young Texans on the path toward future achievement, and it has benefited the greater community in myriad ways; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby honor the ESC Region 19 Project Head Start program and Dr. Blanca Estela Enriquez on receiving a 2009 Lucy G. Acosta Humanitarian Award and extend to all those associated with the organization sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for the ESC Region 19 Head Start program and Dr. Enriquez as an expression of high regard by the Texas House of Representatives.
