5 | 5 | | WHEREAS, The dedicated efforts of Blanca Landeros and Eugene |

6 | 6 | | Flournoy have greatly contributed to the success of the Treatment |

7 | 7 | | Resources for Youth (TRY) program at Aliviane, Incorporated, in El |
---|
8 | 8 | | Paso; and |
---|
9 | 9 | | WHEREAS, A minority-operated nonprofit organization that was |
---|
10 | 10 | | incorporated in 1970, Aliviane exists to prevent and treat chemical |
---|
11 | 11 | | dependency and the problems associated with it; the mission of the |
---|
12 | 12 | | agency is to provide a comprehensive and integrated continuum of |
---|
13 | 13 | | accessible, affordable, and high-quality health and education |
---|
14 | 14 | | services for the citizens of El Paso County and the surrounding |
---|
15 | 15 | | areas; and |
---|
16 | 16 | | WHEREAS, The TRY program at Aliviane addresses substance |
---|
17 | 17 | | abuse and the variables that contribute to behavioral health issues |
---|
18 | 18 | | in children and teenagers; hosted by the Inner Resources Recovery |
---|
19 | 19 | | Clinic for Youth, the program has been designed to meet the needs of |
---|
20 | 20 | | local Mexican American youth who live on the border; TRY implements |
---|
21 | 21 | | a gender-sensitive and family-oriented approach that also factors |
---|
22 | 22 | | in the substance abuse problems of the clients' parents and other |
---|
23 | 23 | | relatives; and |
---|
24 | 24 | | WHEREAS, Blanca Landeros has been the TRY clinical director |
---|
25 | 25 | | since 2004; she holds a bachelor's degree in social work from The |
---|
26 | 26 | | University of Texas at El Paso and a license in chemical dependency |
---|
27 | 27 | | counseling, and she previously served as a counselor intern and a |
---|
28 | 28 | | clinical supervisor; in her current role, Ms. Landeros supervises |
---|
29 | 29 | | the clinical staff, administers client screenings, and works |
---|
30 | 30 | | closely with insurance companies, and she ensures that TRY |
---|
31 | 31 | | programming is in compliance with state and agency policies; and |
---|
32 | 32 | | WHEREAS, Eugene Flournoy is also a licensed chemical |
---|
33 | 33 | | dependency counselor and has studied social psychology through Park |
---|
34 | 34 | | University; since he joined Aliviane in 1990, Mr. Flournoy has held |
---|
35 | 35 | | such positions as residential technician, prevention specialist, |
---|
36 | 36 | | and counselor intern; as the associate deputy director for TRY, he |
---|
37 | 37 | | is responsible for the continued development of the program and its |
---|
38 | 38 | | objectives, and he serves as a liaison between the organization and |
---|
39 | 39 | | the greater community; and |
---|
40 | 40 | | WHEREAS, These esteemed professionals have demonstrated an |
---|
41 | 41 | | unwavering commitment to the health and well-being of area youth, |
---|
42 | 42 | | and their work has benefited their agency, as well as the residents |
---|
43 | 43 | | of El Paso, in myriad ways; now, therefore, be it |
---|
44 | 44 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
45 | 45 | | Legislature hereby honor Blanca Landeros and Eugene Flournoy for |
---|
46 | 46 | | their outstanding service to the Treatment Resources for Youth |
---|
47 | 47 | | program at Aliviane and extend to them sincere best wishes for |
---|
48 | 48 | | continued success and happiness; and, be it further |
---|
49 | 49 | | RESOLVED, That an official copy of this resolution be |

50 | 50 | | prepared for Ms. Landeros and Mr. Flournoy as an expression of high |
