44 R E S O L U T I O N
55 WHEREAS, The dedicated efforts of Blanca Landeros and Eugene
66 Flournoy have greatly contributed to the success of the Treatment
77 Resources for Youth (TRY) program at Aliviane, Incorporated, in El
88 Paso; and
99 WHEREAS, A minority-operated nonprofit organization that was
1010 incorporated in 1970, Aliviane exists to prevent and treat chemical
1111 dependency and the problems associated with it; the mission of the
1212 agency is to provide a comprehensive and integrated continuum of
1313 accessible, affordable, and high-quality health and education
1414 services for the citizens of El Paso County and the surrounding
1515 areas; and
1616 WHEREAS, The TRY program at Aliviane addresses substance
1717 abuse and the variables that contribute to behavioral health issues
1818 in children and teenagers; hosted by the Inner Resources Recovery
1919 Clinic for Youth, the program has been designed to meet the needs of
2020 local Mexican American youth who live on the border; TRY implements
2121 a gender-sensitive and family-oriented approach that also factors
2222 in the substance abuse problems of the clients' parents and other
2323 relatives; and
2424 WHEREAS, Blanca Landeros has been the TRY clinical director
2525 since 2004; she holds a bachelor's degree in social work from The
2626 University of Texas at El Paso and a license in chemical dependency
2727 counseling, and she previously served as a counselor intern and a
2828 clinical supervisor; in her current role, Ms. Landeros supervises
2929 the clinical staff, administers client screenings, and works
3030 closely with insurance companies, and she ensures that TRY
3131 programming is in compliance with state and agency policies; and
3232 WHEREAS, Eugene Flournoy is also a licensed chemical
3333 dependency counselor and has studied social psychology through Park
3434 University; since he joined Aliviane in 1990, Mr. Flournoy has held
3535 such positions as residential technician, prevention specialist,
3636 and counselor intern; as the associate deputy director for TRY, he
3737 is responsible for the continued development of the program and its
3838 objectives, and he serves as a liaison between the organization and
3939 the greater community; and
4040 WHEREAS, These esteemed professionals have demonstrated an
4141 unwavering commitment to the health and well-being of area youth,
4242 and their work has benefited their agency, as well as the residents
4343 of El Paso, in myriad ways; now, therefore, be it
4444 RESOLVED, That the House of Representatives of the 81st Texas
4545 Legislature hereby honor Blanca Landeros and Eugene Flournoy for
4646 their outstanding service to the Treatment Resources for Youth
4747 program at Aliviane and extend to them sincere best wishes for
4848 continued success and happiness; and, be it further
4949 RESOLVED, That an official copy of this resolution be
5050 prepared for Ms. Landeros and Mr. Flournoy as an expression of high
5151 regard by the Texas House of Representatives.
