 R E S O L U T I O N
 WHEREAS, The dedicated efforts of Blanca Landeros and Eugene
 Flournoy have greatly contributed to the success of the Treatment
 Resources for Youth (TRY) program at Aliviane, Incorporated, in El
 Paso; and
 WHEREAS, A minority-operated nonprofit organization that was
 incorporated in 1970, Aliviane exists to prevent and treat chemical
 dependency and the problems associated with it; the mission of the
 agency is to provide a comprehensive and integrated continuum of
 accessible, affordable, and high-quality health and education
 services for the citizens of El Paso County and the surrounding
 areas; and
 WHEREAS, The TRY program at Aliviane addresses substance
 abuse and the variables that contribute to behavioral health issues
 in children and teenagers; hosted by the Inner Resources Recovery
 Clinic for Youth, the program has been designed to meet the needs of
 local Mexican American youth who live on the border; TRY implements
 a gender-sensitive and family-oriented approach that also factors
 in the substance abuse problems of the clients' parents and other
 relatives; and
 WHEREAS, Blanca Landeros has been the TRY clinical director
 since 2004; she holds a bachelor's degree in social work from The
 University of Texas at El Paso and a license in chemical dependency
 counseling, and she previously served as a counselor intern and a
 clinical supervisor; in her current role, Ms. Landeros supervises
 the clinical staff, administers client screenings, and works
 closely with insurance companies, and she ensures that TRY
 programming is in compliance with state and agency policies; and
 WHEREAS, Eugene Flournoy is also a licensed chemical
 dependency counselor and has studied social psychology through Park
 University; since he joined Aliviane in 1990, Mr. Flournoy has held
 such positions as residential technician, prevention specialist,
 and counselor intern; as the associate deputy director for TRY, he
 is responsible for the continued development of the program and its
 objectives, and he serves as a liaison between the organization and
 the greater community; and
 WHEREAS, These esteemed professionals have demonstrated an
 unwavering commitment to the health and well-being of area youth,
 and their work has benefited their agency, as well as the residents
 of El Paso, in myriad ways; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby honor Blanca Landeros and Eugene Flournoy for
 their outstanding service to the Treatment Resources for Youth
 program at Aliviane and extend to them sincere best wishes for
 continued success and happiness; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Ms. Landeros and Mr. Flournoy as an expression of high
 regard by the Texas House of Representatives.
