5 | 5 | | WHEREAS, For nearly four decades, Dr. Cirilo Madrid of El |

6 | 6 | | Paso has distinguished himself through his work with Aliviane, |

7 | 7 | | Inc., a chemical dependency treatment and prevention program; and |
---|
8 | 8 | | WHEREAS, Aliviane, Inc., is one of the most comprehensive |
---|
9 | 9 | | drug treatment programs in the Southwest, and Dr. Madrid has been |
---|
10 | 10 | | employed by the program for 39 years; he is currently Aliviane's |
---|
11 | 11 | | chief executive officer; and |
---|
12 | 12 | | WHEREAS, A fourth-generation Texan, "Chilo" Madrid earned |
---|
13 | 13 | | his bachelor's degree in education from Arizona State University |
---|
14 | 14 | | and his master's degree in education from The University of Texas at |
---|
15 | 15 | | El Paso; he received his doctorate in psychology in 2003; and |
---|
16 | 16 | | WHEREAS, Dr. Madrid's professional interest in chemical |
---|
17 | 17 | | dependency issues began when he was an intern at Arizona State |
---|
18 | 18 | | Psychiatric Hospital in 1966; a decorated veteran of the Vietnam |
---|
19 | 19 | | War, he also worked in drug treatment programs during his military |
---|
20 | 20 | | service; and |
---|
21 | 21 | | WHEREAS, Now a nationally recognized expert in the field of |
---|
22 | 22 | | chemical dependency, Dr. Madrid is the author of several |
---|
23 | 23 | | influential papers on the subject, including "Changing the Heart of |
---|
24 | 24 | | America," which argues for eliminating the stigma associated with |
---|
25 | 25 | | drug issues, and "Animo--A Tool Box," which outlines treatment |
---|
26 | 26 | | approaches; and |
---|
27 | 27 | | WHEREAS, Dr. Madrid has been certified as an Addiction |
---|
28 | 28 | | Professional by the Texas Criminal Justice Association, and he is |
---|
29 | 29 | | also a National Tobacco Addiction Counselor, a National Master |
---|
30 | 30 | | Addiction Counselor of Texas, and a Licensed Chemical Dependency |
---|
31 | 31 | | Counselor; and |
---|
32 | 32 | | WHEREAS, Dr. Madrid has served as vice president of the board |
---|
33 | 33 | | of the Association of Substance Abuse Service Providers, and he was |
---|
34 | 34 | | appointed to the Special Inhalant Abuse Committee in 1987; his |
---|
35 | 35 | | achievements were recognized with the Juan Carlos Finlay Award from |
---|
36 | 36 | | the Hispanic Officers Advisory Committee of the U.S. Public Health |
---|
37 | 37 | | Service in 1998; and |
---|
38 | 38 | | WHEREAS, Dr. Cirilo Madrid is a leader in his field and a |
---|
39 | 39 | | caring professional, and his work has touched the lives of many and |
---|
40 | 40 | | earned him the respect and admiration of his peers; now, therefore, |
---|
41 | 41 | | be it |

42 | 42 | | RESOLVED, That the House of Representatives of the 81st Texas |

43 | 43 | | Legislature hereby commend Dr. Cirilo Madrid for his years of |
---|
44 | 44 | | service with Aliviane, Inc., and extend to him sincere best wishes |

45 | 45 | | for the future; and, be it further |
