 R E S O L U T I O N
 WHEREAS, For nearly four decades, Dr. Cirilo Madrid of El
 Paso has distinguished himself through his work with Aliviane,
 Inc., a chemical dependency treatment and prevention program; and
 WHEREAS, Aliviane, Inc., is one of the most comprehensive
 drug treatment programs in the Southwest, and Dr. Madrid has been
 employed by the program for 39 years; he is currently Aliviane's
 chief executive officer; and
 WHEREAS, A fourth-generation Texan, "Chilo" Madrid earned
 his bachelor's degree in education from Arizona State University
 and his master's degree in education from The University of Texas at
 El Paso; he received his doctorate in psychology in 2003; and
 WHEREAS, Dr. Madrid's professional interest in chemical
 dependency issues began when he was an intern at Arizona State
 Psychiatric Hospital in 1966; a decorated veteran of the Vietnam
 War, he also worked in drug treatment programs during his military
 service; and
 WHEREAS, Now a nationally recognized expert in the field of
 chemical dependency, Dr. Madrid is the author of several
 influential papers on the subject, including "Changing the Heart of
 America," which argues for eliminating the stigma associated with
 drug issues, and "Animo--A Tool Box," which outlines treatment
 approaches; and
 WHEREAS, Dr. Madrid has been certified as an Addiction
 Professional by the Texas Criminal Justice Association, and he is
 also a National Tobacco Addiction Counselor, a National Master
 Addiction Counselor of Texas, and a Licensed Chemical Dependency
 Counselor; and
 WHEREAS, Dr. Madrid has served as vice president of the board
 of the Association of Substance Abuse Service Providers, and he was
 appointed to the Special Inhalant Abuse Committee in 1987; his
 achievements were recognized with the Juan Carlos Finlay Award from
 the Hispanic Officers Advisory Committee of the U.S. Public Health
 Service in 1998; and
 WHEREAS, Dr. Cirilo Madrid is a leader in his field and a
 caring professional, and his work has touched the lives of many and
 earned him the respect and admiration of his peers; now, therefore,
 be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby commend Dr. Cirilo Madrid for his years of
 service with Aliviane, Inc., and extend to him sincere best wishes
 for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Dr. Madrid as an expression of high regard by the Texas
 House of Representatives.
