5	5	WHEREAS, The inaugural Rosa Walker Award for Leadership event
6	6	is being held in Austin on May 18, 2009, and this occasion
7	7	represents an ideal opportunity to honor Mrs. Walker for her
8	8	outstanding efforts in behalf of working Texans over the course of
9	9	more than four decades; and
10	10	WHEREAS, A native of Hemphill, Mrs. Walker graduated from
11	11	Pineland High School and went to work for Southwestern Bell; her
12	12	membership in the Communication Workers of America sparked her
13	13	interest in organizing, and after serving as a commercial job
14	14	steward, she joined the executive board of her union; and
15	15	WHEREAS, The labor movement in the Lone Star State gained a
16	16	dedicated champion when Mrs. Walker accepted a full-time position
17	17	as an organizer for the Industrial Union Department of the AFL-CIO;
18	18	she went on to serve with the Harris County AFL-CIO until 1965, when
19	19	she began a remarkable 38-year career with the Texas AFL-CIO; and
20	20	WHEREAS, Deeply committed to the needs of workers,
21	21	Mrs. Walker served in a wide variety of capacities while holding
22	22	the titles of director of Community Services/Volunteers and Women's
23	23	Activities director; she also oversaw disaster relief operations,
24	24	fought for legislation to benefit working men and women, and
25	25	directed voter registration and get-out-the-vote drives; and
26	26	WHEREAS, This caring citizen was a founder of the Texas
27	27	Consumer Association and also shared her time and expertise as vice
28	28	president of the Texas Coalition of Labor Union Women and as a
29	29	member of the Democratic National Committee, the Texas Judicial
30	30	Conduct Commission, and the Texas Commission on the Status of
31	31	Women; moreover, she participated in the democratic process and
32	32	strove to benefit workers through her efforts in behalf of local,
33	33	state, and national political campaigns; she has been supported in
34	34	her tireless endeavors by her husband, Boyce Breedlove, and her
35	35	daughter, Debbie; and
36	36	WHEREAS, Throughout her professional life, Rosa Walker has
37	37	set a sterling example of civic engagement, and it is indeed fitting
38	38	to honor her inspirational role and lasting achievements with a
39	39	prestigious award bearing her name; now, therefore, be it
40	40	RESOLVED, That the House of Representatives of the 81st Texas
41	41	Legislature hereby commend Mrs. Walker for her contributions to the
42	42	State of Texas and commemorate the Rosa Walker Award for Leadership
43	43	inaugural event; and, be it further
44	44	RESOLVED, That an official copy of this resolution be
45	45	prepared for Mrs. Walker as an expression of high regard by the
46	46	Texas House of Representatives.
