5	5	WHEREAS, A full and productive life drew to a close with the
6	6	death of Joseph Warren Bishop of Decatur on March 20, 2009, at the
7	7	age of 67; and
8	8	WHEREAS, Born in Dallas on April 17, 1941, Mr. Bishop was the
9	9	son of Warren and Frances Bishop; he served in the United States
10	10	Navy for six years during the Vietnam era and went on to win an
11	11	athletic scholarship to attend East Texas State University, where
12	12	he earned his bachelor's degree in government; he worked for 10
13	13	years as a vice chancellor for university relations in the Texas A&I
14	14	University System and oversaw public affairs, alumni relations, and
15	15	development of the system and its member institutions; and
16	16	WHEREAS, Mr. Bishop eventually left higher education
17	17	administration for the financial industry and was highly respected
18	18	for his expertise in corporate turnaround and venture capital
19	19	markets, as well as equity financing; he represented three Texas
20	20	governors in special legislative projects in Austin and Washington,
21	21	D.C., and he participated in countless successful campaigns and
22	22	raised funds for both political and charitable causes; and
23	23	WHEREAS, In 2003, Mr. Bishop brought his decades of
24	24	experience to Austin-based Capital Consultants as a co-owner, and
25	25	he became one of the leading experts in affordable housing programs
26	26	for working families; he was instrumental in upgrading the
27	27	legislative presence of the Texas Department of Housing and
28	28	Community Affairs and in the overhaul of the tax credit allocation
29	29	formula used to distribute federal funds to qualified housing
30	30	projects throughout Texas; and
31	31	WHEREAS, This industrious Texan served on numerous corporate
32	32	boards and shared his skill and business acumen as a member of the
33	33	board of regents for the University System of South Texas and the
34	34	board of development of Mary Hardin Baylor University; moreover, he
35	35	served as financial director of the Democratic Party of Texas and
36	36	received such accolades as the Outstanding Educators of America
37	37	Award, the Award of Merit of the National Association of
38	38	Intercollegiate Athletics, and several honors from the Outstanding
39	39	Young Men of America Organization; and
40	40	WHEREAS, A valued member of the First Baptist Church of
41	41	Decatur, Mr. Bishop enjoyed the love and support of his wife of 19
42	42	years, Theresa "Terri" Bishop, and of his children; although he
43	43	will be deeply missed by his family and friends, his myriad
44	44	professional achievements had an impact on the state and the nation
45	45	that will long endure; now, therefore, be it
46	46	RESOLVED, That the House of Representatives of the 81st Texas
47	47	Legislature hereby pay tribute to the life of Joseph Bishop and
48	48	extend sincere sympathy to the members of his family: to his wife,
49	49	Terri Bishop; to his sons, Tony Bishop and his wife, Mary, Brandon
50	50	Bishop and his wife, Jill, Ryan Bishop and his wife, Kelli, and
51	51	Dusty Bishop and his wife, Jennifer; to his daughter, Pamela Kay
52	52	Pierson, and her husband, David; to his grandchildren, Sam, Alex,
53	53	Markus, Michael, Michelle, T. J., Taylor, Olivia, Brian, Billy,
54	54	Brandi, Linda, Joshua, Aby, Isabel, Aurora, Cheyenne, Scott, and
55	55	Tommy; to his great-grandchildren, Halle and A. J.; to his brother,
56	56	David Bishop, and his wife, Sherry; to his sister, Pamela Jean
57	57	Rogers, and her husband, Mike; and to his other relatives and
58	58	friends; and, be it further
59	59	RESOLVED, That an official copy of this resolution be
60	60	prepared for his family and that when the Texas House of
61	61	Representatives adjourns this day, it do so in memory of Joseph
62	62	Warren Bishop.
