 R E S O L U T I O N
 WHEREAS, A full and productive life drew to a close with the
 death of Joseph Warren Bishop of Decatur on March 20, 2009, at the
 age of 67; and
 WHEREAS, Born in Dallas on April 17, 1941, Mr. Bishop was the
 son of Warren and Frances Bishop; he served in the United States
 Navy for six years during the Vietnam era and went on to win an
 athletic scholarship to attend East Texas State University, where
 he earned his bachelor's degree in government; he worked for 10
 years as a vice chancellor for university relations in the Texas A&I
 University System and oversaw public affairs, alumni relations, and
 development of the system and its member institutions; and
 WHEREAS, Mr. Bishop eventually left higher education
 administration for the financial industry and was highly respected
 for his expertise in corporate turnaround and venture capital
 markets, as well as equity financing; he represented three Texas
 governors in special legislative projects in Austin and Washington,
 D.C., and he participated in countless successful campaigns and
 raised funds for both political and charitable causes; and
 WHEREAS, In 2003, Mr. Bishop brought his decades of
 experience to Austin-based Capital Consultants as a co-owner, and
 he became one of the leading experts in affordable housing programs
 for working families; he was instrumental in upgrading the
 legislative presence of the Texas Department of Housing and
 Community Affairs and in the overhaul of the tax credit allocation
 formula used to distribute federal funds to qualified housing
 projects throughout Texas; and
 WHEREAS, This industrious Texan served on numerous corporate
 boards and shared his skill and business acumen as a member of the
 board of regents for the University System of South Texas and the
 board of development of Mary Hardin Baylor University; moreover, he
 served as financial director of the Democratic Party of Texas and
 received such accolades as the Outstanding Educators of America
 Award, the Award of Merit of the National Association of
 Intercollegiate Athletics, and several honors from the Outstanding
 Young Men of America Organization; and
 WHEREAS, A valued member of the First Baptist Church of
 Decatur, Mr. Bishop enjoyed the love and support of his wife of 19
 years, Theresa "Terri" Bishop, and of his children; although he
 will be deeply missed by his family and friends, his myriad
 professional achievements had an impact on the state and the nation
 that will long endure; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby pay tribute to the life of Joseph Bishop and
 extend sincere sympathy to the members of his family: to his wife,
 Terri Bishop; to his sons, Tony Bishop and his wife, Mary, Brandon
 Bishop and his wife, Jill, Ryan Bishop and his wife, Kelli, and
 Dusty Bishop and his wife, Jennifer; to his daughter, Pamela Kay
 Pierson, and her husband, David; to his grandchildren, Sam, Alex,
 Markus, Michael, Michelle, T. J., Taylor, Olivia, Brian, Billy,
 Brandi, Linda, Joshua, Aby, Isabel, Aurora, Cheyenne, Scott, and
 Tommy; to his great-grandchildren, Halle and A. J.; to his brother,
 David Bishop, and his wife, Sherry; to his sister, Pamela Jean
 Rogers, and her husband, Mike; and to his other relatives and
 friends; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for his family and that when the Texas House of
 Representatives adjourns this day, it do so in memory of Joseph
 Warren Bishop.
