44 R E S O L U T I O N
55 WHEREAS, Vicki Hallman of Dallas is retiring as Region II
66 director of the parole division of the Texas Department of Criminal
77 Justice on May 28, 2009; and
88 WHEREAS, Promoted to the post in 2002, Ms. Hallman has been
99 responsible for overseeing parole operations for the North Texas
1010 Region, which is the largest in the state; in addition, she has
1111 managed the development, implementation, and planning of all
1212 parole-related functions in the 13 district parole offices
1313 throughout the region; and
1414 WHEREAS, Ms. Hallman brought more than two decades of
1515 experience in criminal justice to the job, as well as a strong
1616 commitment to supporting offenders during the challenging reentry
1717 process; she has been instrumental in the creation of a variety of
1818 programs that have enhanced reentry for those in the Dallas/Fort
1919 Worth area and elicited praise for Region II parole officers; and
2020 WHEREAS, Despite her busy professional life, Ms. Hallman has
2121 found time to serve as a member of the boards of such notable
2222 organizations as the Institute for Prison Ministries, the Billy
2323 Graham Center, and Wheaton College; moreover, she is a member of
2424 Alpha Kappa Alpha Sorority and enjoys speaking to youth about
2525 attaining success and avoiding the criminal justice system; through
2626 the years, she has received numerous honors, including the Dr.
2727 Emmett Conrad Leadership Award and the Medgar Evers Award; and
2828 WHEREAS, Ms. Hallman is supported in her endeavors by her
2929 children, Tiffini and Nickolas, and her parents, Curtis and Bobbie
3030 McCarty; she is an active congregant of Pilgrim Rest Missionary
3131 Baptist Church and holds a bachelor's degree in pre-law and
3232 psychology; and
3333 WHEREAS, Demonstrating professionalism and a commitment to
3434 excellence, Vicki Hallman has played a significant role in
3535 promoting public safety in the Metroplex, and she has garnered
3636 widespread respect and admiration; now, therefore, be it
3737 RESOLVED, That the House of Representatives of the 81st Texas
3838 Legislature hereby congratulate Vicki Hallman on her retirement
3939 from the parole division of the Texas Department of Criminal
4040 Justice and extend to her sincere best wishes for the future; and,
4141 be it further
4242 RESOLVED, That an official copy of this resolution be
4343 prepared for Ms. Hallman as an expression of high regard by the
4444 Texas House of Representatives.
