| 5 | 5 | | WHEREAS, Vicki Hallman of Dallas is retiring as Region II |
|---|
| 6 | 6 | | director of the parole division of the Texas Department of Criminal |
|---|
| 7 | 7 | | Justice on May 28, 2009; and |
|---|
| 8 | 8 | | WHEREAS, Promoted to the post in 2002, Ms. Hallman has been |
|---|
| 9 | 9 | | responsible for overseeing parole operations for the North Texas |
|---|
| 10 | 10 | | Region, which is the largest in the state; in addition, she has |
|---|
| 11 | 11 | | managed the development, implementation, and planning of all |
|---|
| 12 | 12 | | parole-related functions in the 13 district parole offices |
|---|
| 13 | 13 | | throughout the region; and |
|---|
| 14 | 14 | | WHEREAS, Ms. Hallman brought more than two decades of |
|---|
| 15 | 15 | | experience in criminal justice to the job, as well as a strong |
|---|
| 16 | 16 | | commitment to supporting offenders during the challenging reentry |
|---|
| 17 | 17 | | process; she has been instrumental in the creation of a variety of |
|---|
| 18 | 18 | | programs that have enhanced reentry for those in the Dallas/Fort |
|---|
| 19 | 19 | | Worth area and elicited praise for Region II parole officers; and |
|---|
| 20 | 20 | | WHEREAS, Despite her busy professional life, Ms. Hallman has |
|---|
| 21 | 21 | | found time to serve as a member of the boards of such notable |
|---|
| 22 | 22 | | organizations as the Institute for Prison Ministries, the Billy |
|---|
| 23 | 23 | | Graham Center, and Wheaton College; moreover, she is a member of |
|---|
| 24 | 24 | | Alpha Kappa Alpha Sorority and enjoys speaking to youth about |
|---|
| 25 | 25 | | attaining success and avoiding the criminal justice system; through |
|---|
| 26 | 26 | | the years, she has received numerous honors, including the Dr. |
|---|
| 27 | 27 | | Emmett Conrad Leadership Award and the Medgar Evers Award; and |
|---|
| 28 | 28 | | WHEREAS, Ms. Hallman is supported in her endeavors by her |
|---|
| 29 | 29 | | children, Tiffini and Nickolas, and her parents, Curtis and Bobbie |
|---|
| 30 | 30 | | McCarty; she is an active congregant of Pilgrim Rest Missionary |
|---|
| 31 | 31 | | Baptist Church and holds a bachelor's degree in pre-law and |
|---|
| 32 | 32 | | psychology; and |
|---|
| 33 | 33 | | WHEREAS, Demonstrating professionalism and a commitment to |
|---|
| 34 | 34 | | excellence, Vicki Hallman has played a significant role in |
|---|
| 35 | 35 | | promoting public safety in the Metroplex, and she has garnered |
|---|
| 36 | 36 | | widespread respect and admiration; now, therefore, be it |
|---|
| 37 | 37 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 38 | 38 | | Legislature hereby congratulate Vicki Hallman on her retirement |
|---|
| 39 | 39 | | from the parole division of the Texas Department of Criminal |
|---|
| 40 | 40 | | Justice and extend to her sincere best wishes for the future; and, |
