 R E S O L U T I O N
 WHEREAS, Vicki Hallman of Dallas is retiring as Region II
 director of the parole division of the Texas Department of Criminal
 Justice on May 28, 2009; and
 WHEREAS, Promoted to the post in 2002, Ms. Hallman has been
 responsible for overseeing parole operations for the North Texas
 Region, which is the largest in the state; in addition, she has
 managed the development, implementation, and planning of all
 parole-related functions in the 13 district parole offices
 throughout the region; and
 WHEREAS, Ms. Hallman brought more than two decades of
 experience in criminal justice to the job, as well as a strong
 commitment to supporting offenders during the challenging reentry
 process; she has been instrumental in the creation of a variety of
 programs that have enhanced reentry for those in the Dallas/Fort
 Worth area and elicited praise for Region II parole officers; and
 WHEREAS, Despite her busy professional life, Ms. Hallman has
 found time to serve as a member of the boards of such notable
 organizations as the Institute for Prison Ministries, the Billy
 Graham Center, and Wheaton College; moreover, she is a member of
 Alpha Kappa Alpha Sorority and enjoys speaking to youth about
 attaining success and avoiding the criminal justice system; through
 the years, she has received numerous honors, including the Dr.
 Emmett Conrad Leadership Award and the Medgar Evers Award; and
 WHEREAS, Ms. Hallman is supported in her endeavors by her
 children, Tiffini and Nickolas, and her parents, Curtis and Bobbie
 McCarty; she is an active congregant of Pilgrim Rest Missionary
 Baptist Church and holds a bachelor's degree in pre-law and
 psychology; and
 WHEREAS, Demonstrating professionalism and a commitment to
 excellence, Vicki Hallman has played a significant role in
 promoting public safety in the Metroplex, and she has garnered
 widespread respect and admiration; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby congratulate Vicki Hallman on her retirement
 from the parole division of the Texas Department of Criminal
 Justice and extend to her sincere best wishes for the future; and,
 be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Ms. Hallman as an expression of high regard by the
 Texas House of Representatives.
