H.R. No. 2460
R E S O L U T I O N
WHEREAS, Dr. Robert Santoscoy has received the 2009 Vision of
Excellence Award from the El Paso Hispanic Chamber of Commerce; and
WHEREAS, Presented during the chamber's annual Fiesta
Celebration, the award honors an individual or organization for
contributions to the success of the community, and Dr. Santoscoy is
being recognized for his noteworthy endeavors in behalf of health
care; and
WHEREAS, Dr. Santoscoy is currently the sole pediatric
cardiovascular surgeon in El Paso and one of only 11 in the State of
Texas; through his skill and expertise, he has saved the lives of
more than 3,000 children in his community, and he is also a
specialist in adult cardiac surgery and general thoracic surgery;
in addition to serving patients in his practice, Dr. Santoscoy has
given generously of his time and talents to a charitable program
that began to serve low-income cardiac patients in Juarez in 1999;
and
WHEREAS, A graduate of The University of Texas at El Paso, Dr.
Santoscoy earned his medical degree from The University of Texas
Medical School at Houston in 1986 and went on to complete a general
surgery residency at Creighton University and a thoracic residency
at West Virginia University, as well as a fellowship in pediatric
cardiac surgery at Children's Hospital of Michigan; through the
years, he has published numerous articles in such respected medical
publications as The Journal of Trauma and The Annals of Thoracic
Surgery; and
WHEREAS, Dr. Santoscoy is held in the highest esteem by his
professional colleagues and has earned the sincere gratitude and
admiration of countless patients and their families; through his
commitment to excellence and selfless dedication, he has set an
outstanding example of service to which others may aspire; now,
therefore, be it
RESOLVED, That the House of Representatives of the 81st Texas
Legislature hereby congratulate Dr. Robert Santoscoy on receiving
the Vision of Excellence Award from the El Paso Hispanic Chamber of
Commerce and extend to him best wishes for continued success; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for Dr. Santoscoy as an expression of high regard by the
Texas House of Representatives.
