5	5	WHEREAS, Build San Antonio Green has been named a Local Green
6	6	Home Building Program of the Year for 2009 by the National
7	7	Association of Home Builders; and
8	8	WHEREAS, Each year during its National Green Building
9	9	Conference, the NAHB recognizes companies, organizations, and
10	10	individuals for their leadership and for setting practical examples
11	11	of environmentally responsible construction for others in the
12	12	industry; Build San Antonio Green was one of just two recipients in
13	13	the nation of the Local Green Home Building Program of the Year
14	14	award; and
15	15	WHEREAS, Build San Antonio Green was established in 2002 by
16	16	the Metropolitan Partnership for Energy to create awareness and
17	17	interest among builders and homeowners in resource-efficient
18	18	building methods, materials, and technologies; the residential
19	19	green building program focuses on such factors as energy
20	20	efficiency, water conservation, and indoor air quality, and it
21	21	includes and promotes San Antonio Water System and CPS Energy
22	22	rebates, as well as other related incentives; and
23	23	WHEREAS, Through a quality review process, new and remodeled
24	24	homes are certified green under the BSAG program when they comply
25	25	with a detailed checklist of specifications; builders entering the
26	26	program receive ongoing training in green building techniques and
27	27	attend continuing education classes; the program, co-administered
28	28	by the Greater San Antonio Builders Association, provides each
29	29	green home with a certification showing its scoring and with an
30	30	operating manual for the owner; and
31	31	WHEREAS, The program is based on such common construction
32	32	methods as stick frame building, and the requirements are geared to
33	33	be attainable by homes in the average price range; more than 250
34	34	homes have been certified to date, and BSAG estimates that their
35	35	energy efficiency eliminates more than 1.3 million pounds of carbon
36	36	dioxide emissions and saves approximately 1.5 million
37	37	kilowatt-hours of energy per year; the Texas Commission on
38	38	Environmental Quality has recognized BSAG with its Texas
39	39	Environmental Excellence Award; and
40	40	WHEREAS, In the context of a growing population, increasing
41	41	pollution, and reduced energy security, the sound policies
42	42	encouraged by Build San Antonio Green are vitally important, and
43	43	the success of this program is improving the quality of life in the
44	44	area and setting a noteworthy example for other communities across
45	45	the country; now, therefore, be it
46	46	RESOLVED, That the House of Representatives of the 81st Texas
47	47	Legislature hereby congratulate Build San Antonio Green on being
48	48	named a 2009 Local Green Home Building Program of the Year by the
49	49	National Association of Home Builders and commend all those
50	50	associated with the program on their outstanding efforts; and, be
51	51	it further
52	52	RESOLVED, That an official copy of this resolution be
53	53	prepared for the organization as an expression of high regard by the
54	54	Texas House of Representatives.
