R E S O L U T I O N
WHEREAS, Build San Antonio Green has been named a Local Green
Home Building Program of the Year for 2009 by the National
Association of Home Builders; and
WHEREAS, Each year during its National Green Building
Conference, the NAHB recognizes companies, organizations, and
individuals for their leadership and for setting practical examples
of environmentally responsible construction for others in the
industry; Build San Antonio Green was one of just two recipients in
the nation of the Local Green Home Building Program of the Year
award; and
WHEREAS, Build San Antonio Green was established in 2002 by
the Metropolitan Partnership for Energy to create awareness and
interest among builders and homeowners in resource-efficient
building methods, materials, and technologies; the residential
green building program focuses on such factors as energy
efficiency, water conservation, and indoor air quality, and it
includes and promotes San Antonio Water System and CPS Energy
rebates, as well as other related incentives; and
WHEREAS, Through a quality review process, new and remodeled
homes are certified green under the BSAG program when they comply
with a detailed checklist of specifications; builders entering the
program receive ongoing training in green building techniques and
attend continuing education classes; the program, co-administered
by the Greater San Antonio Builders Association, provides each
green home with a certification showing its scoring and with an
operating manual for the owner; and
WHEREAS, The program is based on such common construction
methods as stick frame building, and the requirements are geared to
be attainable by homes in the average price range; more than 250
homes have been certified to date, and BSAG estimates that their
energy efficiency eliminates more than 1.3 million pounds of carbon
dioxide emissions and saves approximately 1.5 million
kilowatt-hours of energy per year; the Texas Commission on
Environmental Quality has recognized BSAG with its Texas
Environmental Excellence Award; and
WHEREAS, In the context of a growing population, increasing
pollution, and reduced energy security, the sound policies
encouraged by Build San Antonio Green are vitally important, and
the success of this program is improving the quality of life in the
area and setting a noteworthy example for other communities across
the country; now, therefore, be it
RESOLVED, That the House of Representatives of the 81st Texas
Legislature hereby congratulate Build San Antonio Green on being
named a 2009 Local Green Home Building Program of the Year by the
National Association of Home Builders and commend all those
associated with the program on their outstanding efforts; and, be
it further
RESOLVED, That an official copy of this resolution be
prepared for the organization as an expression of high regard by the
Texas House of Representatives.
