44 R E S O L U T I O N
55 WHEREAS, LULAC Project Amistad in El Paso is making a
66 positive difference in the lives of area residents; and
77 WHEREAS, Created in 1976, Project Amistad is a nonprofit
88 social service agency that provides direct delivery of services for
99 the elderly and for adults with disabilities; and
1010 WHEREAS, The organization administers several programs to
1111 meet the needs of area residents; through the El Paso County
1212 Indigent Guardianship Program, LULAC Project Amistad serves as a
1313 guardian for indigent persons who have no one else to care for them;
1414 the probate court brings clients to the attention of LULAC Project
1515 Amistad, whose caseworkers prepare initial assessments and testify
1616 before the court; if the court assigns the agency as legal guardian,
1717 caseworkers develop individualized service plans and monitor
1818 clients accordingly; moreover, should a client die, they make all
1919 funeral arrangements; and
2020 WHEREAS, Low-income, elderly, and disabled persons at risk of
2121 becoming homeless, poorly nourished, or unable to care for
2222 themselves are referred to LULAC Project Amistad's Money Management &
2323 Social Services Program by the federal Social Security
2424 Administration, the U.S. Department of Veterans Affairs, and other
2525 agencies; staff members manage the assets of these clients to
2626 ensure they are provided with the necessary shelter, food, and
2727 medication; and
2828 WHEREAS, Recognizing a lack of transportation among elderly
2929 and disabled residents in El Paso County, LULAC Project Amistad
3030 directs the Medical Transportation Program and the El Paso County
3131 Rural Transit Program; medical transportation services, which
3232 begin as early as 4 a.m. and run until 8 p.m., are especially
3333 crucial for people who live in colonias; the rural transit program
3434 works in conjunction with El Paso County and provides fixed-route
3535 service to the nearest Sun Metro bus terminal for residents who live
3636 outside the city limits; and
3737 WHEREAS, Hundreds of people benefit each year from the
3838 dedicated services of LULAC Project Amistad, and its outstanding
3939 efforts to protect a most vulnerable segment of El Paso society are
4040 indeed worthy of special recognition; now, therefore, be it
4141 RESOLVED, That the House of Representatives of the 81st Texas
4242 Legislature hereby honor LULAC Project Amistad for its commitment
4343 to serving the elderly and adults with disabilities and extend to
4444 all those associated with the agency sincere best wishes for
4545 continued success with their important work; and, be it further
4646 RESOLVED, That an official copy of this resolution be
4747 prepared for LULAC Project Amistad as an expression of high regard
4848 by the Texas House of Representatives.
