H.R. No. 2502 R E S O L U T I O N WHEREAS, LULAC Project Amistad in El Paso is making a positive difference in the lives of area residents; and WHEREAS, Created in 1976, Project Amistad is a nonprofit social service agency that provides direct delivery of services for the elderly and for adults with disabilities; and WHEREAS, The organization administers several programs to meet the needs of area residents; through the El Paso County Indigent Guardianship Program, LULAC Project Amistad serves as a guardian for indigent persons who have no one else to care for them; the probate court brings clients to the attention of LULAC Project Amistad, whose caseworkers prepare initial assessments and testify before the court; if the court assigns the agency as legal guardian, caseworkers develop individualized service plans and monitor clients accordingly; moreover, should a client die, they make all funeral arrangements; and WHEREAS, Low-income, elderly, and disabled persons at risk of becoming homeless, poorly nourished, or unable to care for themselves are referred to LULAC Project Amistad's Money Management & Social Services Program by the federal Social Security Administration, the U.S. Department of Veterans Affairs, and other agencies; staff members manage the assets of these clients to ensure they are provided with the necessary shelter, food, and medication; and WHEREAS, Recognizing a lack of transportation among elderly and disabled residents in El Paso County, LULAC Project Amistad directs the Medical Transportation Program and the El Paso County Rural Transit Program; medical transportation services, which begin as early as 4 a.m. and run until 8 p.m., are especially crucial for people who live in colonias; the rural transit program works in conjunction with El Paso County and provides fixed-route service to the nearest Sun Metro bus terminal for residents who live outside the city limits; and WHEREAS, Hundreds of people benefit each year from the dedicated services of LULAC Project Amistad, and its outstanding efforts to protect a most vulnerable segment of El Paso society are indeed worthy of special recognition; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby honor LULAC Project Amistad for its commitment to serving the elderly and adults with disabilities and extend to all those associated with the agency sincere best wishes for continued success with their important work; and, be it further RESOLVED, That an official copy of this resolution be prepared for LULAC Project Amistad as an expression of high regard by the Texas House of Representatives.
