44 R E S O L U T I O N
55 WHEREAS, Family and friends are mourning the loss of Allan W.
66 Dees of Midland, who died on May 12, 2009, at the age of 66; and
77 WHEREAS, "Skip" Dees was born in Dallas on June 23, 1942, to
88 Allen D. Dees and Sadie Sampsell Dees; he grew up in Kaufman, where
99 he graduated from high school in 1960, and went on to earn a
1010 bachelor's degree in electrical engineering from Texas A&M
1111 University in 1965; and
1212 WHEREAS, Mr. Dees enjoyed a long and distinguished career in
1313 the petroleum industry, working for Texaco from 1965 until his
1414 retirement in 2002; as a petroleum engineer and an engineering
1515 manager, he was posted to a number of locations in Texas, and he
1616 also worked in Trinidad in the West Indies; and
1717 WHEREAS, In 1981, he organized Texaco's Regulatory
1818 Compliance Department for the Houston division and three years
1919 later became the regulatory compliance manager in Midland; in 1994,
2020 he was appointed the company's regulatory affairs manager, a
2121 position that entailed responsibility for Texas regulatory and
2222 legislative matters; and
2323 WHEREAS, Active in his profession, Mr. Dees served as chair
2424 of the Texas Oil and Gas Association Production Environmental
2525 Committee and as a member of its Regulatory Practices Committee; in
2626 1995, he was the first recipient of the TxOGA Exemplary Service
2727 Award; and
2828 WHEREAS, Despite his many professional responsibilities,
2929 this caring gentleman found time to be active with the Boy Scouts as
3030 a den leader and scoutmaster; he was also an elder, deacon, and
3131 committee member in the Presbyterian Church, and he taught Sunday
3232 school in Midland for many years; and
3333 WHEREAS, In addition, Mr. Dees was a 32nd degree Scottish
3434 Rite Mason and held several important offices with the York Rite
3535 organizations; moreover, he was active in the Knights Templar
3636 educational and medical foundations, and he was the recipient of
3737 the Knights Templar Cross of Honor, the Knight Commander of the
3838 Temple, and the Golden Keystone Award; and
3939 WHEREAS, Skip Dees lived a full and generous life as a leading
4040 member of his profession and as an engaged member of his community,
4141 and he will forever be remembered with great admiration and
4242 affection by all those who knew and loved him; now, therefore, be it
4343 RESOLVED, That the House of Representatives of the 81st Texas
4444 Legislature hereby pay tribute to the life of Allan W. Dees and
4545 extend sincere condolences to the members of his family: to his wife
4646 of 42 years, Billie June Kellar Dees; to his children, Randy Dees,
4747 Katherine Short, and Douglas Dees; to his father, Allen D. Dees; to
4848 his sisters, Marilyn Denisco and Linda Roy; to his six
4949 grandchildren; and to his other relatives and friends; and, be it
5050 further
5151 RESOLVED, That an official copy of this resolution be
5252 prepared for his family and that when the Texas House of
5353 Representatives adjourns this day, it do so in memory of Allan W.
5454 Dees.
