 R E S O L U T I O N
 WHEREAS, Family and friends are mourning the loss of Allan W.
 Dees of Midland, who died on May 12, 2009, at the age of 66; and
 WHEREAS, "Skip" Dees was born in Dallas on June 23, 1942, to
 Allen D. Dees and Sadie Sampsell Dees; he grew up in Kaufman, where
 he graduated from high school in 1960, and went on to earn a
 bachelor's degree in electrical engineering from Texas A&M
 University in 1965; and
 WHEREAS, Mr. Dees enjoyed a long and distinguished career in
 the petroleum industry, working for Texaco from 1965 until his
 retirement in 2002; as a petroleum engineer and an engineering
 manager, he was posted to a number of locations in Texas, and he
 also worked in Trinidad in the West Indies; and
 WHEREAS, In 1981, he organized Texaco's Regulatory
 Compliance Department for the Houston division and three years
 later became the regulatory compliance manager in Midland; in 1994,
 he was appointed the company's regulatory affairs manager, a
 position that entailed responsibility for Texas regulatory and
 legislative matters; and
 WHEREAS, Active in his profession, Mr. Dees served as chair
 of the Texas Oil and Gas Association Production Environmental
 Committee and as a member of its Regulatory Practices Committee; in
 1995, he was the first recipient of the TxOGA Exemplary Service
 Award; and
 WHEREAS, Despite his many professional responsibilities,
 this caring gentleman found time to be active with the Boy Scouts as
 a den leader and scoutmaster; he was also an elder, deacon, and
 committee member in the Presbyterian Church, and he taught Sunday
 school in Midland for many years; and
 WHEREAS, In addition, Mr. Dees was a 32nd degree Scottish
 Rite Mason and held several important offices with the York Rite
 organizations; moreover, he was active in the Knights Templar
 educational and medical foundations, and he was the recipient of
 the Knights Templar Cross of Honor, the Knight Commander of the
 Temple, and the Golden Keystone Award; and
 WHEREAS, Skip Dees lived a full and generous life as a leading
 member of his profession and as an engaged member of his community,
 and he will forever be remembered with great admiration and
 affection by all those who knew and loved him; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby pay tribute to the life of Allan W. Dees and
 extend sincere condolences to the members of his family: to his wife
 of 42 years, Billie June Kellar Dees; to his children, Randy Dees,
 Katherine Short, and Douglas Dees; to his father, Allen D. Dees; to
 his sisters, Marilyn Denisco and Linda Roy; to his six
 grandchildren; and to his other relatives and friends; and, be it
 further
 RESOLVED, That an official copy of this resolution be
 prepared for his family and that when the Texas House of
 Representatives adjourns this day, it do so in memory of Allan W.
 Dees.
