44 R E S O L U T I O N
55 WHEREAS, Cynthia Pharms of Houston has distinguished herself
66 through her service to the community, and her outstanding
77 leadership and resolve have earned her the deep admiration of all
88 who know her; and
99 WHEREAS, A community leader and civil rights activist,
1010 Ms. Pharms became a powerful advocate of animal control measures
1111 after the tragic death of her beloved aunt in 2003; Fannie Pearl
1212 Pharms was the victim of an attack by three vicious dogs, and
1313 Cynthia Pharms not only appeared before the Houston City Council to
1414 seek tighter restrictions on dangerous dogs, but also testified in
1515 favor of state legislation that stiffened penalties for the owners
1616 of dogs involved in unprovoked attacks; enacted on June 15, 2007,
1717 House Bill No. 1355 is dedicated to the memory of Fannie Pearl
1818 Pharms and two other victims; and
1919 WHEREAS, Cynthia Pharms was born and raised in Houston and
2020 graduated from Sterling High School; she embarked on a career in
2121 senior services and seeks to improve the lives of seniors and
2222 prevent neglect and abuse of Texans in their golden years; and
2323 WHEREAS, Ms. Pharms serves as a mentor in local schools and is
2424 raising her 16-year-old nephew; she is a valued member of
2525 St. Steven's Baptist Church and of Christian Women of Faith; and
2626 WHEREAS, Cynthia Pharms stepped forward to help make Texas
2727 neighborhoods safer, and her determination played an important role
2828 in the passage of vital legislation to protect the public; she can
2929 indeed take pride in the positive difference she has made in the
3030 lives of others through her noteworthy endeavors; now, therefore,
3131 be it
3232 RESOLVED, That the House of Representatives of the 81st Texas
3333 Legislature hereby honor Cynthia Pharms for her contributions to
3434 her community and this state and extend to her sincere best wishes
3535 for continued success; and, be it further
3636 RESOLVED, That an official copy of this resolution be
3737 prepared for Ms. Pharms as an expression of high regard by the Texas
3838 House of Representatives.
