5 | 5 | | WHEREAS, Cynthia Pharms of Houston has distinguished herself |

6 | 6 | | through her service to the community, and her outstanding |

7 | 7 | | leadership and resolve have earned her the deep admiration of all |
---|
8 | 8 | | who know her; and |
---|
9 | 9 | | WHEREAS, A community leader and civil rights activist, |
---|
10 | 10 | | Ms. Pharms became a powerful advocate of animal control measures |
---|
11 | 11 | | after the tragic death of her beloved aunt in 2003; Fannie Pearl |
---|
12 | 12 | | Pharms was the victim of an attack by three vicious dogs, and |
---|
13 | 13 | | Cynthia Pharms not only appeared before the Houston City Council to |
---|
14 | 14 | | seek tighter restrictions on dangerous dogs, but also testified in |
---|
15 | 15 | | favor of state legislation that stiffened penalties for the owners |
---|
16 | 16 | | of dogs involved in unprovoked attacks; enacted on June 15, 2007, |
---|
17 | 17 | | House Bill No. 1355 is dedicated to the memory of Fannie Pearl |
---|
18 | 18 | | Pharms and two other victims; and |
---|
19 | 19 | | WHEREAS, Cynthia Pharms was born and raised in Houston and |
---|
20 | 20 | | graduated from Sterling High School; she embarked on a career in |
---|
21 | 21 | | senior services and seeks to improve the lives of seniors and |
---|
22 | 22 | | prevent neglect and abuse of Texans in their golden years; and |
---|
23 | 23 | | WHEREAS, Ms. Pharms serves as a mentor in local schools and is |
---|
24 | 24 | | raising her 16-year-old nephew; she is a valued member of |
---|
25 | 25 | | St. Steven's Baptist Church and of Christian Women of Faith; and |
---|
26 | 26 | | WHEREAS, Cynthia Pharms stepped forward to help make Texas |
---|
27 | 27 | | neighborhoods safer, and her determination played an important role |
---|
28 | 28 | | in the passage of vital legislation to protect the public; she can |
---|
29 | 29 | | indeed take pride in the positive difference she has made in the |
---|
30 | 30 | | lives of others through her noteworthy endeavors; now, therefore, |
---|
31 | 31 | | be it |

32 | 32 | | RESOLVED, That the House of Representatives of the 81st Texas |

33 | 33 | | Legislature hereby honor Cynthia Pharms for her contributions to |

34 | 34 | | her community and this state and extend to her sincere best wishes |
