H.R. No. 2608 R E S O L U T I O N WHEREAS, Cynthia Pharms of Houston has distinguished herself through her service to the community, and her outstanding leadership and resolve have earned her the deep admiration of all who know her; and WHEREAS, A community leader and civil rights activist, Ms. Pharms became a powerful advocate of animal control measures after the tragic death of her beloved aunt in 2003; Fannie Pearl Pharms was the victim of an attack by three vicious dogs, and Cynthia Pharms not only appeared before the Houston City Council to seek tighter restrictions on dangerous dogs, but also testified in favor of state legislation that stiffened penalties for the owners of dogs involved in unprovoked attacks; enacted on June 15, 2007, House Bill No. 1355 is dedicated to the memory of Fannie Pearl Pharms and two other victims; and WHEREAS, Cynthia Pharms was born and raised in Houston and graduated from Sterling High School; she embarked on a career in senior services and seeks to improve the lives of seniors and prevent neglect and abuse of Texans in their golden years; and WHEREAS, Ms. Pharms serves as a mentor in local schools and is raising her 16-year-old nephew; she is a valued member of St. Steven's Baptist Church and of Christian Women of Faith; and WHEREAS, Cynthia Pharms stepped forward to help make Texas neighborhoods safer, and her determination played an important role in the passage of vital legislation to protect the public; she can indeed take pride in the positive difference she has made in the lives of others through her noteworthy endeavors; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby honor Cynthia Pharms for her contributions to her community and this state and extend to her sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Pharms as an expression of high regard by the Texas House of Representatives.
