| 5 | 5 | | WHEREAS, R. Douglas Leonhard has served with distinction as a |
|---|
| 6 | 6 | | trustee on the San Antonio Water System Board for eight years; and |
|---|
| 7 | 7 | | WHEREAS, Since joining the board in 2001, Doug Leonhard has |
|---|
| 8 | 8 | | overseen numerous successful efforts, including the construction |
|---|
| 9 | 9 | | and implementation of the second-largest Aquifer Storage and |
|---|
| 10 | 10 | | Recover project in the nation, the construction of $1 billion worth |
|---|
| 11 | 11 | | of water and sewer infrastructure, and the refinement of the Water |
|---|
| 12 | 12 | | Management Plan to meet the city's water supply needs; moreover, |
|---|
| 13 | 13 | | the water system added more than 70,000 acre-feet of water rights |
|---|
| 14 | 14 | | from Edwards Aquifer, Trinity Aquifer, and Canyon Lake and saw its |
|---|
| 15 | 15 | | bond ratings improve; and |
|---|
| 16 | 16 | | WHEREAS, Mr. Leonhard is no newcomer to civic leadership, |
|---|
| 17 | 17 | | having served as chair of the North San Antonio Chamber of Commerce, |
|---|
| 18 | 18 | | chair of the Advisory Committee of the San Antonio Convention and |
|---|
| 19 | 19 | | Visitor's Bureau, and president of the Real Estate Council of San |
|---|
| 20 | 20 | | Antonio; he further distinguished himself as a seven-year member of |
|---|
| 21 | 21 | | the Humble Independent School District Board of Trustees, which he |
|---|
| 22 | 22 | | served as president; and |
|---|
| 23 | 23 | | WHEREAS, In addition to a long career with Exxon Company USA, |
|---|
| 24 | 24 | | Mr. Leonhard served as a senior executive with The Woodlands |
|---|
| 25 | 25 | | Corporation and with the Mission Viejo Corporation; he retired from |
|---|
| 26 | 26 | | the La Cantera Development Company, where he was a senior vice |
|---|
| 27 | 27 | | president and the original developer of the La Cantera project in |
|---|
| 28 | 28 | | northwest San Antonio; and |
|---|
| 29 | 29 | | WHEREAS, Mr. Leonhard is a native of New Jersey and a graduate |
|---|
| 30 | 30 | | of Rutgers University and Fairleigh Dickinson University; he and |
|---|
| 31 | 31 | | his wife, Patricia, are the parents of 3 children, and their family |
|---|
| 32 | 32 | | has grown to include 11 grandchildren and a great-grandchild; and |
|---|
| 33 | 33 | | WHEREAS, Committed to his fellow citizens, Doug Leonhard has |
|---|
| 34 | 34 | | helped to further the mission of the San Antonio Water System, and |
|---|
| 35 | 35 | | his outstanding contributions indeed merit special recognition; |
|---|
| 36 | 36 | | now, therefore, be it |
|---|
| 37 | 37 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 38 | 38 | | Legislature hereby honor R. Douglas Leonhard for his dedicated |
|---|
| 39 | 39 | | service as a trustee of the San Antonio Water System Board; and, be |
