44 R E S O L U T I O N
55 WHEREAS, R. Douglas Leonhard has served with distinction as a
66 trustee on the San Antonio Water System Board for eight years; and
77 WHEREAS, Since joining the board in 2001, Doug Leonhard has
88 overseen numerous successful efforts, including the construction
99 and implementation of the second-largest Aquifer Storage and
1010 Recover project in the nation, the construction of $1 billion worth
1111 of water and sewer infrastructure, and the refinement of the Water
1212 Management Plan to meet the city's water supply needs; moreover,
1313 the water system added more than 70,000 acre-feet of water rights
1414 from Edwards Aquifer, Trinity Aquifer, and Canyon Lake and saw its
1515 bond ratings improve; and
1616 WHEREAS, Mr. Leonhard is no newcomer to civic leadership,
1717 having served as chair of the North San Antonio Chamber of Commerce,
1818 chair of the Advisory Committee of the San Antonio Convention and
1919 Visitor's Bureau, and president of the Real Estate Council of San
2020 Antonio; he further distinguished himself as a seven-year member of
2121 the Humble Independent School District Board of Trustees, which he
2222 served as president; and
2323 WHEREAS, In addition to a long career with Exxon Company USA,
2424 Mr. Leonhard served as a senior executive with The Woodlands
2525 Corporation and with the Mission Viejo Corporation; he retired from
2626 the La Cantera Development Company, where he was a senior vice
2727 president and the original developer of the La Cantera project in
2828 northwest San Antonio; and
2929 WHEREAS, Mr. Leonhard is a native of New Jersey and a graduate
3030 of Rutgers University and Fairleigh Dickinson University; he and
3131 his wife, Patricia, are the parents of 3 children, and their family
3232 has grown to include 11 grandchildren and a great-grandchild; and
3333 WHEREAS, Committed to his fellow citizens, Doug Leonhard has
3434 helped to further the mission of the San Antonio Water System, and
3535 his outstanding contributions indeed merit special recognition;
3636 now, therefore, be it
3737 RESOLVED, That the House of Representatives of the 81st Texas
3838 Legislature hereby honor R. Douglas Leonhard for his dedicated
3939 service as a trustee of the San Antonio Water System Board; and, be
4040 it further
4141 RESOLVED, That an official copy of this resolution be
4242 prepared for Mr. Leonhard as an expression of high regard by the
4343 Texas House of Representatives.
