 R E S O L U T I O N
 WHEREAS, R. Douglas Leonhard has served with distinction as a
 trustee on the San Antonio Water System Board for eight years; and
 WHEREAS, Since joining the board in 2001, Doug Leonhard has
 overseen numerous successful efforts, including the construction
 and implementation of the second-largest Aquifer Storage and
 Recover project in the nation, the construction of $1 billion worth
 of water and sewer infrastructure, and the refinement of the Water
 Management Plan to meet the city's water supply needs; moreover,
 the water system added more than 70,000 acre-feet of water rights
 from Edwards Aquifer, Trinity Aquifer, and Canyon Lake and saw its
 bond ratings improve; and
 WHEREAS, Mr. Leonhard is no newcomer to civic leadership,
 having served as chair of the North San Antonio Chamber of Commerce,
 chair of the Advisory Committee of the San Antonio Convention and
 Visitor's Bureau, and president of the Real Estate Council of San
 Antonio; he further distinguished himself as a seven-year member of
 the Humble Independent School District Board of Trustees, which he
 served as president; and
 WHEREAS, In addition to a long career with Exxon Company USA,
 Mr. Leonhard served as a senior executive with The Woodlands
 Corporation and with the Mission Viejo Corporation; he retired from
 the La Cantera Development Company, where he was a senior vice
 president and the original developer of the La Cantera project in
 northwest San Antonio; and
 WHEREAS, Mr. Leonhard is a native of New Jersey and a graduate
 of Rutgers University and Fairleigh Dickinson University; he and
 his wife, Patricia, are the parents of 3 children, and their family
 has grown to include 11 grandchildren and a great-grandchild; and
 WHEREAS, Committed to his fellow citizens, Doug Leonhard has
 helped to further the mission of the San Antonio Water System, and
 his outstanding contributions indeed merit special recognition;
 now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby honor R. Douglas Leonhard for his dedicated
 service as a trustee of the San Antonio Water System Board; and, be
 it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Leonhard as an expression of high regard by the
 Texas House of Representatives.
