5	5	WHEREAS, In May 2009, Sarah Viranda, Erika Reyna, and Rosario
6	6	Adriana Wilson are earning their Master of Public Administration
7	7	degrees from The University of Texas--Pan American; and
8	8	WHEREAS, The public administration program at UTPA offers
9	9	professional training for public service careers in local, state,
10	10	and national governmental agencies and nonprofit organizations;
11	11	the program involves the study and understanding of a variety of
12	12	disciplines, including political science, law, psychology,
13	13	economics, sociology, and business; and
14	14	WHEREAS, Sarah Viranda earned her bachelor's degree in
15	15	business technology at UTPA in 2005; a student leader and community
16	16	volunteer, she has served as a representative for the Student
17	17	Government Association, as president of Chi Alpha and the World
18	18	Mandate Student Movement, and as the Mobile Go Center Coordinator
19	19	of the Valley Outreach Center; named to the dean's list at UTPA and
20	20	the honors list at South Texas College, she is also a member of the
21	21	National Scholars Honor Society and the Association of Public
22	22	Administrators; moreover, she has been recognized in the 2008-2009
23	23	Who's Who Among Students in American Universities and Colleges as
24	24	an outstanding campus leader, and she is a recipient of the Sister
25	25	Carol Messina Endowed Scholarship award; and
26	26	WHEREAS, Erika Reyna graduated with honors from La Joya
27	27	Senior High School, where she was leader of the debate and
28	28	extemporaneous speaking teams and treasurer of the National Honor
29	29	Society; in 2005, she earned a bachelor's degree cum laude in
30	30	political science and sociology from UTPA; she has previously been
31	31	employed as a planning analyst with the Hidalgo County Budget
32	32	Office and as a social worker with the Department of Family and
33	33	Protective Services, and she currently works with Hidalgo County
34	34	Judge J. D. Salinas III; she is also a member of the Pre-Law Society
35	35	and the Association of Public Administrators; and
36	36	WHEREAS, A native of McAllen, Rosario Adriana Wilson
37	37	graduated from South Texas High School for Health Professions in
38	38	1988; in college, she was a member of the Delta Zeta sorority and
39	39	graduated with a bachelor's degree in government and sociology in
40	40	1995; in graduate school, she was the first student chosen from the
41	41	MPA program in 2006 to intern for the Government Accountability
42	42	Office in Washington, D.C., and was coauthor on her team's
43	43	congressional report; she also authored and donated two internship
44	44	guides to the MPA program; a member of the Association of Public
45	45	Administrators, she was inducted into the Golden Key International
46	46	Honour Society in 2008, and in 2009 she successfully defended her
47	47	thesis, We Know Not the Worth of Water Until the Well Runs Dry:
48	48	Assessing Municipal Water Use for Fifteen Incorporated Cities in
49	49	Hidalgo County, Texas for the Years 1984-2005; and
50	50	WHEREAS, These three talented and hardworking young women
51	51	have already distinguished themselves through their academic
52	52	achievements, and they may indeed look with optimism toward the
53	53	many opportunities that lie ahead; now, therefore, be it
54	54	RESOLVED, That the House of Representatives of the 81st Texas
55	55	Legislature hereby congratulate Sarah Viranda, Erika Reyna, and
56	56	Rosario Adriana Wilson on their graduation from the public
57	57	administration program at The University of Texas--Pan American and
58	58	extend to them sincere best wishes for continued success and a
59	59	bright future; and, be it further
60	60	RESOLVED, That official copies of this resolution be prepared
61	61	for Ms. Viranda, Ms. Reyna, and Ms. Wilson as an expression of high
62	62	regard by the Texas House of Representatives.
