H.R. No. 2825 R E S O L U T I O N WHEREAS, In May 2009, Sarah Viranda, Erika Reyna, and Rosario Adriana Wilson are earning their Master of Public Administration degrees from The University of Texas--Pan American; and WHEREAS, The public administration program at UTPA offers professional training for public service careers in local, state, and national governmental agencies and nonprofit organizations; the program involves the study and understanding of a variety of disciplines, including political science, law, psychology, economics, sociology, and business; and WHEREAS, Sarah Viranda earned her bachelor's degree in business technology at UTPA in 2005; a student leader and community volunteer, she has served as a representative for the Student Government Association, as president of Chi Alpha and the World Mandate Student Movement, and as the Mobile Go Center Coordinator of the Valley Outreach Center; named to the dean's list at UTPA and the honors list at South Texas College, she is also a member of the National Scholars Honor Society and the Association of Public Administrators; moreover, she has been recognized in the 2008-2009 Who's Who Among Students in American Universities and Colleges as an outstanding campus leader, and she is a recipient of the Sister Carol Messina Endowed Scholarship award; and WHEREAS, Erika Reyna graduated with honors from La Joya Senior High School, where she was leader of the debate and extemporaneous speaking teams and treasurer of the National Honor Society; in 2005, she earned a bachelor's degree cum laude in political science and sociology from UTPA; she has previously been employed as a planning analyst with the Hidalgo County Budget Office and as a social worker with the Department of Family and Protective Services, and she currently works with Hidalgo County Judge J. D. Salinas III; she is also a member of the Pre-Law Society and the Association of Public Administrators; and WHEREAS, A native of McAllen, Rosario Adriana Wilson graduated from South Texas High School for Health Professions in 1988; in college, she was a member of the Delta Zeta sorority and graduated with a bachelor's degree in government and sociology in 1995; in graduate school, she was the first student chosen from the MPA program in 2006 to intern for the Government Accountability Office in Washington, D.C., and was coauthor on her team's congressional report; she also authored and donated two internship guides to the MPA program; a member of the Association of Public Administrators, she was inducted into the Golden Key International Honour Society in 2008, and in 2009 she successfully defended her thesis, We Know Not the Worth of Water Until the Well Runs Dry: Assessing Municipal Water Use for Fifteen Incorporated Cities in Hidalgo County, Texas for the Years 1984-2005; and WHEREAS, These three talented and hardworking young women have already distinguished themselves through their academic achievements, and they may indeed look with optimism toward the many opportunities that lie ahead; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby congratulate Sarah Viranda, Erika Reyna, and Rosario Adriana Wilson on their graduation from the public administration program at The University of Texas--Pan American and extend to them sincere best wishes for continued success and a bright future; and, be it further RESOLVED, That official copies of this resolution be prepared for Ms. Viranda, Ms. Reyna, and Ms. Wilson as an expression of high regard by the Texas House of Representatives.
