5	5	WHEREAS, Benito Jurez, who was instrumental in bringing
6	6	sweeping changes to Mexican government and society during the
7	7	mid-19th century, was born on March 21, 1806; and
8	8	WHEREAS, A Zapotec Indian and native of Oaxaca, Sr. Jurez
9	9	was a teenager when he gained the patronage of the family in whose
10	10	home his sister was working as a servant; tutored privately at
11	11	first, he graduated from the Franciscan seminary in Oaxaca in 1827
12	12	and received a law degree from the Institute of Science and Art in
13	13	1834; and
14	14	WHEREAS, Sr. Jurez was attracted to politics at an early age
15	15	and spent virtually all of his adult life either in government or
16	16	waging opposition; he served as a city councilman for Oaxaca from
17	17	1831 to 1833, during which time he strongly supported Indian
18	18	rights, and in the 1840s he served as a civil judge and federal
19	19	deputy; from 1847 to 1852 he held the governorship of Oaxaca; and
20	20	WHEREAS, Driven into exile when Antonio Lpez de Santa Anna
21	21	came to power in 1853, Sr. Jurez joined the successful
22	22	revolutionary movement against him; after Santa Anna himself was
23	23	forced into exile, Sr. Jurez became minister of justice; while
24	24	serving in that post he was responsible for a law that limited the
25	25	jurisdiction of church courts to ecclesiastical cases; and
26	26	WHEREAS, After serving again as governor of Oaxaca, Sr.
27	27	Jurez became minister of the interior in November 1857 and the next
28	28	month took office as chief justice of the Supreme Court; when a
29	29	military coup deposed the government, he declared himself
30	30	president, in accordance with the constitutional line of
31	31	succession, and led the victorious resistance to the usurpers in
32	32	the Reform War of 1858-1861; and
33	33	WHEREAS, Sr. Jurez assumed the presidency officially in
34	34	1861; soon, however, he found himself fighting the French, who
35	35	captured Mexico City in 1863 and set up a puppet regime; once again
36	36	Sr. Jurez and his troops prevailed, with the United States clearly
37	37	favoring their cause, and in 1867 he was again elected president;
38	38	and
39	39	WHEREAS, Plagued with numerous difficulties throughout his
40	40	final term, Sr. Jurez died in office on July 17, 1872; in 1888, the
41	41	city of El Paso del Norte was renamed Ciudad Jurez in his honor;
42	42	and
43	43	WHEREAS, Notwithstanding the difficulties of his final
44	44	years, Benito Jurez remains a towering figure in the history of
45	45	Mexico; he was instrumental in the transfer of political power from
46	46	creoles to mestizos, in asserting the authority of civil law, and in
47	47	preserving the nation's autonomy in the face of foreign invasion,
48	48	and it is a privilege to honor the memory of this national hero;
49	49	now, therefore, be it
50	50	RESOLVED, That the House of Representatives of the 81st Texas
51	51	Legislature hereby pay special tribute to the life of the esteemed
52	52	Mexican statesman Benito Jurez on March 21, 2009, the 203rd
53	53	anniversary of his birth.
