5	5	WHEREAS, Joe H. Foy of Kerrville, a respected attorney and
6	6	businessman and an admired community leader, passed away on
7	7	September 17, 2007, at the age of 81; and
8	8	WHEREAS, Born on August 16, 1926, in Henderson, Tennessee,
9	9	Joe Foy graduated from Freed Hardeman College before serving his
10	10	country in the U.S. Navy; he continued his education at the Georgia
11	11	Institute of Technology and Vanderbilt University, where he earned
12	12	a bachelor's degree in 1948 and a juris doctorate in 1950; and
13	13	WHEREAS, Mr. Foy subsequently began his legal career in Texas
14	14	as the city attorney for San Angelo and as a partner in the firm of
15	15	Hardeman, Smith & Foy; he joined the Houston Natural Gas
16	16	Corporation as general counsel in the mid-1960s and went on to serve
17	17	as its president for 15 years; following the company's merger with
18	18	InterNorth to create Enron in 1985, he served on its board of
19	19	directors until 2000; he retired as a senior partner in the
20	20	international law firm of Bracewell & Patterson; and
21	21	WHEREAS, Dedicated to his community, state, and nation, this
22	22	esteemed Texan undertook a diplomatic mission during the
23	23	administration of President Jimmy Carter and contributed his
24	24	leadership to myriad local organizations; through the years, he was
25	25	a board member of Schreiner University, the Community Foundation of
26	26	the Texas Hill Country, the Kerrville Performing Arts Society,
27	27	Symphony of the Hills, and the Museum of Western Art; in addition,
28	28	he was a valued congregant of Kerrville Church of Christ; and
29	29	WHEREAS, Mr. Foy was supported in his endeavors by his wife,
30	30	the former Martha Overall, with whom he shared nearly six decades of
31	31	marriage and raised two children, Joe H. Foy, Jr., and Melissa Foy
32	32	Dreier; and
33	33	WHEREAS, Although residents of Kerrville and the Lone Star
34	34	State are saddened by the loss of Joe Foy, they will long treasure
35	35	their memories of him as a man of great vision, generosity, and
36	36	ability; now, therefore, be it
37	37	RESOLVED, That the House of Representatives of the 81st Texas
38	38	Legislature hereby pay tribute to the life of Joe H. Foy and extend
39	39	sincere sympathy to the members of his family: to his wife, Martha
40	40	Overall Foy; to his children, Joe H. Foy, Jr., and Melissa Foy
41	41	Dreier and her husband, Greg; to his grandchildren, Timothy Andrew
42	42	Dreier and Carrie Elizabeth Dreier; and to his other relatives and
43	43	friends; and, be it further
44	44	RESOLVED, That an official copy of this resolution be
45	45	prepared for his family and that when the Texas House of
46	46	Representatives adjourns this day, it do so in memory of Joe H. Foy.
