R E S O L U T I O N
WHEREAS, Joe H. Foy of Kerrville, a respected attorney and
businessman and an admired community leader, passed away on
September 17, 2007, at the age of 81; and
WHEREAS, Born on August 16, 1926, in Henderson, Tennessee,
Joe Foy graduated from Freed Hardeman College before serving his
country in the U.S. Navy; he continued his education at the Georgia
Institute of Technology and Vanderbilt University, where he earned
a bachelor's degree in 1948 and a juris doctorate in 1950; and
WHEREAS, Mr. Foy subsequently began his legal career in Texas
as the city attorney for San Angelo and as a partner in the firm of
Hardeman, Smith & Foy; he joined the Houston Natural Gas
Corporation as general counsel in the mid-1960s and went on to serve
as its president for 15 years; following the company's merger with
InterNorth to create Enron in 1985, he served on its board of
directors until 2000; he retired as a senior partner in the
international law firm of Bracewell & Patterson; and
WHEREAS, Dedicated to his community, state, and nation, this
esteemed Texan undertook a diplomatic mission during the
administration of President Jimmy Carter and contributed his
leadership to myriad local organizations; through the years, he was
a board member of Schreiner University, the Community Foundation of
the Texas Hill Country, the Kerrville Performing Arts Society,
Symphony of the Hills, and the Museum of Western Art; in addition,
he was a valued congregant of Kerrville Church of Christ; and
WHEREAS, Mr. Foy was supported in his endeavors by his wife,
the former Martha Overall, with whom he shared nearly six decades of
marriage and raised two children, Joe H. Foy, Jr., and Melissa Foy
Dreier; and
WHEREAS, Although residents of Kerrville and the Lone Star
State are saddened by the loss of Joe Foy, they will long treasure
their memories of him as a man of great vision, generosity, and
ability; now, therefore, be it
RESOLVED, That the House of Representatives of the 81st Texas
Legislature hereby pay tribute to the life of Joe H. Foy and extend
sincere sympathy to the members of his family: to his wife, Martha
Overall Foy; to his children, Joe H. Foy, Jr., and Melissa Foy
Dreier and her husband, Greg; to his grandchildren, Timothy Andrew
Dreier and Carrie Elizabeth Dreier; and to his other relatives and
friends; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Joe H. Foy.
