5	5	WHEREAS, Residents of Fort Worth lost a dedicated civic
6	6	leader with the passing of Charles Ray "Chuck" Silcox on October 25,
7	7	2008, at the age of 65; and
8	8	WHEREAS, A native and lifelong resident of Fort Worth, Chuck
9	9	Silcox was born on October 8, 1943, and he went on to graduate from
10	10	Paschal High School in 1961; he later attended Tyler Junior College
11	11	and Texas Christian University, and from 1965 to 1970, he worked at
12	12	General Dynamics as an industrial engineer; after being employed in
13	13	the industrial development division of Texas Electric Service
14	14	Company during the 1970s, Mr. Silcox held various management
15	15	positions with a number of janitorial companies, and in 1985, he
16	16	established his own janitorial services company, Quasar Services;
17	17	he was also the founder of Silcox Management, Inc., which he
18	18	launched in 1996; and
19	19	WHEREAS, In addition to being a successful businessman, Mr.
20	20	Silcox was active in local politics as Fort Worth's longest-serving
21	21	city council member; since he was first elected in 1991, he won each
22	22	subsequent bid for reelection and in 2007 had begun his ninth term
23	23	representing District 3, in the southwestern region of the city; he
24	24	had served as mayor pro tempore three times, and he was on numerous
25	25	boards and commissions, including the Safety and Community
26	26	Development Council and the Regional Transportation Council of the
27	27	North Central Texas Council of Governments; and
28	28	WHEREAS, As a councilman, Mr. Silcox was highly regarded for
29	29	his tenacity and originality, his concern for the city's
30	30	neighborhoods, and his unwavering loyalty to his constituents; he
31	31	was the proponent of a long-range plan to help the homeless in Fort
32	32	Worth and of such transportation initiatives as the Southwest
33	33	Parkway, and he was a strong advocate for the police and
34	34	firefighters' associations; an animal lover, Mr. Silcox also
35	35	advocated for the humane treatment of animals and he was a fervent
36	36	supporter of the Fort Worth Animal Care and Control Center, which is
37	37	being renamed in his honor in 2009; moreover, as the senior member
38	38	of the city council, he inspired others with his long-standing
39	39	dedication to meeting the needs of the people he served; and
40	40	WHEREAS, Chuck Silcox was committed to his fellow citizens
41	41	and to ensuring a bright future for the city of Fort Worth, and he
42	42	leaves behind a legacy of compassion, dedication, and community
43	43	service that will long be remembered by all who were fortunate
44	44	enough to know him; now, therefore, be it
45	45	RESOLVED, That the House of Representatives of the 81st Texas
46	46	Legislature hereby pay tribute to the life of Charles Ray "Chuck"
47	47	Silcox and extend sincere sympathy to the members of his family: to
48	48	his wife of 28 years, Brenda; to his daughters, Bridgett Thurman and
49	49	Brandi Loar; to his six grandchildren; and to his other relatives
50	50	and many friends; and, be it further
51	51	RESOLVED, That an official copy of this resolution be
52	52	prepared for his family and that when the Texas House of
53	53	Representatives adjourns this day, it do so in memory of Charles Ray
54	54	"Chuck" Silcox.
