R E S O L U T I O N
WHEREAS, Residents of Fort Worth lost a dedicated civic
leader with the passing of Charles Ray "Chuck" Silcox on October 25,
2008, at the age of 65; and
WHEREAS, A native and lifelong resident of Fort Worth, Chuck
Silcox was born on October 8, 1943, and he went on to graduate from
Paschal High School in 1961; he later attended Tyler Junior College
and Texas Christian University, and from 1965 to 1970, he worked at
General Dynamics as an industrial engineer; after being employed in
the industrial development division of Texas Electric Service
Company during the 1970s, Mr. Silcox held various management
positions with a number of janitorial companies, and in 1985, he
established his own janitorial services company, Quasar Services;
he was also the founder of Silcox Management, Inc., which he
launched in 1996; and
WHEREAS, In addition to being a successful businessman, Mr.
Silcox was active in local politics as Fort Worth's longest-serving
city council member; since he was first elected in 1991, he won each
subsequent bid for reelection and in 2007 had begun his ninth term
representing District 3, in the southwestern region of the city; he
had served as mayor pro tempore three times, and he was on numerous
boards and commissions, including the Safety and Community
Development Council and the Regional Transportation Council of the
North Central Texas Council of Governments; and
WHEREAS, As a councilman, Mr. Silcox was highly regarded for
his tenacity and originality, his concern for the city's
neighborhoods, and his unwavering loyalty to his constituents; he
was the proponent of a long-range plan to help the homeless in Fort
Worth and of such transportation initiatives as the Southwest
Parkway, and he was a strong advocate for the police and
firefighters' associations; an animal lover, Mr. Silcox also
advocated for the humane treatment of animals and he was a fervent
supporter of the Fort Worth Animal Care and Control Center, which is
being renamed in his honor in 2009; moreover, as the senior member
of the city council, he inspired others with his long-standing
dedication to meeting the needs of the people he served; and
WHEREAS, Chuck Silcox was committed to his fellow citizens
and to ensuring a bright future for the city of Fort Worth, and he
leaves behind a legacy of compassion, dedication, and community
service that will long be remembered by all who were fortunate
enough to know him; now, therefore, be it
RESOLVED, That the House of Representatives of the 81st Texas
Legislature hereby pay tribute to the life of Charles Ray "Chuck"
Silcox and extend sincere sympathy to the members of his family: to
his wife of 28 years, Brenda; to his daughters, Bridgett Thurman and
Brandi Loar; to his six grandchildren; and to his other relatives
and many friends; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Charles Ray
"Chuck" Silcox.
