5	5	WHEREAS, Residents of Balch Springs are gathering at the
6	6	State Capitol on March 4, 2009, to gain further insight into the
7	7	workings of state government; and
8	8	WHEREAS, This North Texas community has a fascinating history
9	9	that can be traced back to the late 19th century, when John M. Balch
10	10	first settled the area; according to local legend, the Balch family
11	11	made the natural springs available as a meeting place and as a
12	12	communal water source for their neighbors; and
13	13	WHEREAS, In 1885, Dallas County established the region's
14	14	first school; seven decades later, citizens voted to incorporate,
15	15	and since that time, the population has grown to nearly 20,000; and
16	16	WHEREAS, With the 81st Legislative Session well under way,
17	17	the Capitol Complex is a source of great activity, offering
18	18	visiting Balch Springs residents an excellent opportunity to see
19	19	state government in action and to form a stronger partnership with
20	20	their state legislators; now, therefore, be it
21	21	RESOLVED, That the House of Representatives of the 81st Texas
22	22	Legislature hereby recognize March 4, 2009, as Balch Springs State
23	23	Government Day at the State Capitol and extend best wishes to the
24	24	members of the delegation for an enjoyable and memorable visit to
25	25	Austin.
