 R E S O L U T I O N
 WHEREAS, Residents of Balch Springs are gathering at the
 State Capitol on March 4, 2009, to gain further insight into the
 workings of state government; and
 WHEREAS, This North Texas community has a fascinating history
 that can be traced back to the late 19th century, when John M. Balch
 first settled the area; according to local legend, the Balch family
 made the natural springs available as a meeting place and as a
 communal water source for their neighbors; and
 WHEREAS, In 1885, Dallas County established the region's
 first school; seven decades later, citizens voted to incorporate,
 and since that time, the population has grown to nearly 20,000; and
 WHEREAS, With the 81st Legislative Session well under way,
 the Capitol Complex is a source of great activity, offering
 visiting Balch Springs residents an excellent opportunity to see
 state government in action and to form a stronger partnership with
 their state legislators; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby recognize March 4, 2009, as Balch Springs State
 Government Day at the State Capitol and extend best wishes to the
 members of the delegation for an enjoyable and memorable visit to
 Austin.
