44 R E S O L U T I O N
55 WHEREAS, The people of San Antonio lost a dedicated champion
66 of civil rights and an inspiring religious and community leader
77 with the death of the Reverend Claude William Black, Jr., on March
88 13, 2009, at the age of 92; and
99 WHEREAS, Born in San Antonio on November 28, 1916, Claude
1010 Black, Jr., was the oldest child of Cora and Claude Black, Sr.; he
1111 graduated from Morehouse College and subsequently earned a master
1212 of divinity degree from Andover Newton Theological School; exposed
1313 to political organizing through his father, who served as vice
1414 president of the local Brotherhood of Sleeping Car Porters, he
1515 became active in the community in the early 1940s; he founded the
1616 San Antonio Mother's Service Organization to encourage positive
1717 youth development, and it became the first African American group
1818 of Christian women to get a state charter for a local club; and
1919 WHEREAS, Reverend Black continued his activism as the civil
2020 rights movement got under way, leading and organizing marches
2121 around the state; in March 1960, he urged city officials to
2222 integrate local lunch counters, and San Antonio became the first
2323 major city in the South to break this barrier without
2424 demonstrations; he was an associate of Martin Luther King, Jr.,
2525 Thurgood Marshall, A. Philip Randolph, and Adam Clayton Powell,
2626 Jr., and he was invited by President Lyndon B. Johnson to attend the
2727 White House Conference on Civil Rights in 1966; and
2828 WHEREAS, Even as many of the movement's goals were realized,
2929 this esteemed Texan remained a vital advocate for San Antonio's
3030 African American population; he was elected to the city council in
3131 the early 1970s and went on to become the city's first African
3232 American mayor pro tem; a decade later, he founded a corporation to
3333 help east side residents obtain suitable housing, and in 1995, he
3434 was appointed a delegate to the White House Council on Aging by
3535 President Bill Clinton; and
3636 WHEREAS, Reverend Black further distinguished himself as the
3737 pastor of San Antonio's historic Mount Zion First Baptist Church
3838 and, under his guidance, the church became known for its numerous
3939 public outreach efforts; his legacy includes the development of two
4040 neighborhood day-care centers, an apartment complex for seniors,
4141 and the city's only financial institution owned by an African
4242 American church; moreover, when the Mount Zion sanctuary was
4343 destroyed by arson in 1974, Reverend Black led members through the
4444 rebuilding process, and a new sanctuary was completed the next
4545 year; by the time of his retirement in 1998, he had served the
4646 church for nearly half a century; and
4747 WHEREAS, In all of his endeavors, Reverend Black enjoyed the
4848 love and support of his beloved wife, ZerNona, with whom he shared
4949 59 years before her death in 2005; the couple raised two children,
5050 Stewart and Joyce, and welcomed six grandchildren and four
5151 great-grandchildren into their family; and
5252 WHEREAS, Reverend Black was recognized for his commitment to
5353 civil rights with the 1991 MLK Distinguished Achievement Award from
5454 the City of San Antonio, and the city also named an east side
5555 community center in his honor; before his death, he was notified of
5656 his selection for the prestigious Testament of Hope Award, given in
5757 tribute to an outstanding community leader; his grandson, Taj
5858 Matthews, and other family members, accepted the award on his
5959 behalf at the second annual Realizing the Dream Award Celebration,
6060 hosted by Martin Luther King III; and
6161 WHEREAS, With his lifelong devotion to justice and equality,
6262 Claude Black made a profound difference in the city of San Antonio
6363 and beyond, and he leaves behind a record of achievement that will
6464 continue to resonate for many years to come; now, therefore, be it
6565 RESOLVED, That the House of Representatives of the 81st Texas
6666 Legislature hereby honor the memory of the Reverend Claude William
6767 Black, Jr., and extend sincere sympathy to his family: to his
6868 grandchildren, Taj Matthews, Chantey Matthews, and Claude
6969 Williams, and their families; to his sister, Mary Etta Black Deas;
7070 and to his many admirers across the Lone Star State; and, be it
7171 further
7272 RESOLVED, That an official copy of this resolution be
7373 prepared for his family and that when the Texas House of
7474 Representatives adjourns this day, it do so in memory of Reverend
7575 Black.
