6 | 6 | | relating to clarification of the essential knowledge and skills of |

7 | 7 | | the public school curriculum and the evaluation of conforming |
---|
8 | 8 | | curriculum management systems. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 28.002, Education Code, is amended by |
---|
11 | 11 | | adding Subsection (c-1) to read as follows: |
---|
12 | 12 | | (c-1) In cooperation with the State Board of Education and |
---|
13 | 13 | | with the participation of educators, the agency shall develop |
---|
14 | 14 | | written materials that provide additional specific guidance |
---|
15 | 15 | | regarding the essential knowledge and skills identified in |
---|
16 | 16 | | accordance with Subsection (c). The materials must include |
---|
17 | 17 | | appropriate clarifiers such as exemplar activities and qualifying |
---|
18 | 18 | | statements. |
---|
19 | 19 | | SECTION 2. Subchapter A, Chapter 28, Education Code, is |
---|
20 | 20 | | amended by adding Section 28.016 to read as follows: |
---|
21 | 21 | | Sec. 28.016. CURRICULUM MANAGEMENT SYSTEMS. (a) In this |
---|
22 | 22 | | section, "curriculum management system" means a comprehensive, |
---|
23 | 23 | | fully integrated online computer-based system that: |
---|
24 | 24 | | (1) links and aligns all teaching, learning, and |
---|
25 | 25 | | assessment components of student academic achievement; and |
---|
26 | 26 | | (2) may include components such as curriculum, |
---|
27 | 27 | | instructional resources, assessments, a data warehouse, and a |
---|
28 | 28 | | reporting feature capable of being customized to meet specific |
---|
29 | 29 | | school district needs. |
---|
30 | 30 | | (b) As a resource for school districts, the agency shall: |
---|
31 | 31 | | (1) evaluate curriculum management systems available |
---|
32 | 32 | | in this state, including systems developed by school districts, |
---|
33 | 33 | | regional education service centers, and regional education service |
---|
34 | 34 | | center cooperatives; and |
---|
35 | 35 | | (2) compile a list of curriculum management systems |
---|
36 | 36 | | that conform to the essential knowledge and skills of the required |
---|
37 | 37 | | curriculum identified under Section 28.002. |
---|
38 | 38 | | SECTION 3. This Act does not make an appropriation. A |
---|
39 | 39 | | provision in this Act that creates a new governmental program, |
---|
40 | 40 | | creates a new entitlement, or imposes a new duty on a governmental |
---|
41 | 41 | | entity is not mandatory during a fiscal period for which the |
---|
42 | 42 | | legislature has not made a specific appropriation to implement the |
---|
43 | 43 | | provision. |
---|
44 | 44 | | SECTION 4. This Act takes effect immediately if it receives |
---|
45 | 45 | | a vote of two-thirds of all the members elected to each house, as |
---|
46 | 46 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
47 | 47 | | Act does not receive the vote necessary for immediate effect, this |
---|
48 | 48 | | Act takes effect September 1, 2009. |
