55 AN ACT
66 relating to clarification of the essential knowledge and skills of
77 the public school curriculum and the evaluation of conforming
88 curriculum management systems.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 28.002, Education Code, is amended by
1111 adding Subsection (c-1) to read as follows:
1212 (c-1) In cooperation with the State Board of Education and
1313 with the participation of educators, the agency shall develop
1414 written materials that provide additional specific guidance
1515 regarding the essential knowledge and skills identified in
1616 accordance with Subsection (c). The materials must include
1717 appropriate clarifiers such as exemplar activities and qualifying
1818 statements.
1919 SECTION 2. Subchapter A, Chapter 28, Education Code, is
2020 amended by adding Section 28.016 to read as follows:
2121 Sec. 28.016. CURRICULUM MANAGEMENT SYSTEMS. (a) In this
2222 section, "curriculum management system" means a comprehensive,
2323 fully integrated online computer-based system that:
2424 (1) links and aligns all teaching, learning, and
2525 assessment components of student academic achievement; and
2626 (2) may include components such as curriculum,
2727 instructional resources, assessments, a data warehouse, and a
2828 reporting feature capable of being customized to meet specific
2929 school district needs.
3030 (b) As a resource for school districts, the agency shall:
3131 (1) evaluate curriculum management systems available
3232 in this state, including systems developed by school districts,
3333 regional education service centers, and regional education service
3434 center cooperatives; and
3535 (2) compile a list of curriculum management systems
3636 that conform to the essential knowledge and skills of the required
3737 curriculum identified under Section 28.002.
3838 SECTION 3. This Act does not make an appropriation. A
3939 provision in this Act that creates a new governmental program,
4040 creates a new entitlement, or imposes a new duty on a governmental
4141 entity is not mandatory during a fiscal period for which the
4242 legislature has not made a specific appropriation to implement the
4343 provision.
4444 SECTION 4. This Act takes effect immediately if it receives
4545 a vote of two-thirds of all the members elected to each house, as
4646 provided by Section 39, Article III, Texas Constitution. If this
4747 Act does not receive the vote necessary for immediate effect, this
4848 Act takes effect September 1, 2009.
