O'Brien, Director, Legislative Budget Board     IN RE:SB28 by Zaffirini (Relating to the use of a computer for an unauthorized purpose.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Business and Commerce Code and provide that a person other than the owner of a computer may not knowingly cause or offer to cause a computer to send unsolicited electronic mail or attack a computer system or network. It is assumed that any additional costs associated with implementation of the bill could be absorbed within existing state resources.
