The bill would amend the Insurance Code to require the Texas Department of Insurance (TDI) to develop and adopt rules to create a voluntary specialty certification program for individuals who market small employer health benefit plans. TDI indicates it could absorb the costs associated with the bill within its current resources. Local Government Impact No fiscal implication to units of local government is anticipated.
