4	4	SENATE CONCURRENT RESOLUTION
5	5	WHEREAS, The Legislature of the State of Texas is pleased to
6	6	welcome the members of the Texas Independent Producers and Royalty
7	7	Owners Association to Austin and to join them in celebrating
8	8	February 26, 2009, as TIPRO Day at the State Capitol; and
9	9	WHEREAS, Beginning early in the 20th century, the great oil
10	10	fields of Texas were discovered in rapid succession; from
11	11	Spindletop to Burkburnett to Santa Rita to the Permian Basin, these
12	12	vast reserves provided great wealth to our state; and
13	13	WHEREAS, Conflicts between independent producers and the
14	14	major oil companies began to arise, and independent producers began
15	15	to organize to protect their interests; in 1933, the Independent
16	16	Petroleum Association was born in East Texas, and it soon grew to
17	17	encompass producers from across the state; it was reconstituted in
18	18	1946 as the Texas Independent Producers and Royalty Owners
19	19	Association; and
20	20	WHEREAS, Independent oil producers create many jobs which
21	21	benefit our state, and oil and natural gas production generated $4
22	22	billion in revenue through the severance tax in 2008; and
23	23	WHEREAS, Independent producers develop 90 percent of all
24	24	American wells, and Texas' independent producers operate half of
25	25	all active land rigs in the United States; their self-reliant
26	26	attitude has produced a century of prosperity for our state, and
27	27	they are truly deserving of recognition for their many
28	28	achievements; now, therefore, be it
29	29	RESOLVED, That the 81st Legislature of the State of Texas
30	30	hereby commend the Texas Independent Producers and Royalty Owners
31	31	Association on its many contributions to our state and extend to its
32	32	members best wishes for a memorable TIPRO Day at the State Capitol;
33	33	and, be it further
34	34	RESOLVED, That a copy of this resolution be prepared for this
35	35	outstanding organization as an expression of esteem from the Texas
36	36	Legislature.
