5 | 5 | | WHEREAS, The Legislature of the State of Texas takes pleasure |
---|
6 | 6 | | in recognizing William F. Mullican III, who is retiring from his |
---|
7 | 7 | | position with the Texas Water Development Board after 12 years of |
---|
8 | 8 | | outstanding service; and |
---|
9 | 9 | | WHEREAS, William Mullican joined the Texas Water Development |
---|
10 | 10 | | Board in 1997 and served as director for water resources planning; |
---|
11 | 11 | | he was responsible for the development of a new Texas regional water |
---|
12 | 12 | | planning process, which became a model used by other states, and for |
---|
13 | 13 | | preparation of the 2002 Texas State Water Plan; and |
---|
14 | 14 | | WHEREAS, He was promoted to the position of deputy executive |
---|
15 | 15 | | administrator for water resources planning in 2002, and under his |
---|
16 | 16 | | leadership, the 2007 Texas State Water Plan was prepared; in 2008, |
---|
17 | 17 | | he took over as deputy executive administrator for water science |
---|
18 | 18 | | and conservation and focused on programs needed to implement the |
---|
19 | 19 | | 2007 water plan; and |
---|
20 | 20 | | WHEREAS, Mr. Mullican coauthored numerous scientific books, |
---|
21 | 21 | | articles, and reports; he has provided expert testimony to the |
---|
22 | 22 | | United States Congress several times, and he has served a two-year |
---|
23 | 23 | | term as a member of the National Advisory Council for Environmental |
---|
24 | 24 | | Policy and Technology; and |
---|
25 | 25 | | WHEREAS, For his outstanding service as an executive with the |
---|
26 | 26 | | Texas Water Development Board, Mr. Mullican was awarded the |
---|
27 | 27 | | Commander's Award for Public Service at the Texas Water Day |
---|
28 | 28 | | Reception on February 5, 2009, in Washington, D.C.; the award cites |
---|
29 | 29 | | his service as the preeminent Texas water planner who inspired the |
---|
30 | 30 | | enactment of a nationally significant water resources law and |
---|
31 | 31 | | forged a new approach to state and federal partnerships in water |
---|
32 | 32 | | resources; now, therefore, be it |
---|
33 | 33 | | RESOLVED, That the 81st Legislature of the State of Texas |
---|
34 | 34 | | hereby commend William F. Mullican III on his invaluable |
---|
35 | 35 | | contributions to the Texas Water Development Board and to his state |
---|
36 | 36 | | and nation and extend to him best wishes for the future; and, be it |
---|
37 | 37 | | further |

38 | 38 | | RESOLVED, That a copy of this Resolution be prepared for |
