44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, In 1965, President Lyndon B. Johnson signed into law
66 the Higher Education Act establishing the Guaranteed Student Loan
77 Program; although this program has undergone many changes through
88 the years, including the adoption of a new name, the Federal Family
99 Education Loan Program, it has consistently served the State of
1010 Texas as the most important method of delivering financial aid to
1111 students and families; and
1212 WHEREAS, The Texas Guaranteed Student Loan Corporation,
1313 established as the state's guarantor in 1979, has delivered nearly
1414 14 million loans to students and families at no cost to the state;
1515 these loans, exceeding $63 billion, represent approximately
1616 two-thirds of the direct financial aid awarded to Texas students
1717 pursuing their educational goals; the Federal Family Education Loan
1818 Program has not only provided loans but also created many jobs in
1919 the state, and it has become a significant economic engine through
2020 its focus on education completion and job creation; as the need for
2121 an educated workforce has increased in Texas, this public-private
2222 partnership has been at the forefront of education financing; and
2323 WHEREAS, The not-for-profit and for-profit lenders in the
2424 Federal Family Education Loan Program have led in educational
2525 outreach efforts to the state's most disadvantaged populations
2626 through programs that seek to encourage academic achievement,
2727 promote financial literacy, and provide information on making
2828 college affordable; such assistance has enabled more Texans to
2929 fulfill their goals of achieving a better life, while enriching the
3030 state in the process; and
3131 WHEREAS, The Federal Family Education Loan Program ranks as
3232 the most successful and popular education loan program in the state
3333 and nation; in Texas, more than 94 percent of student loan dollars
3434 are delivered through the program and over 85 percent of secondary
3535 education institutions have chosen to participate in the program;
3636 nationally, more than 81 percent of student loan dollars are
3737 delivered through the program; and
3838 WHEREAS, For over four decades, the Federal Family Education
3939 Loan Program has promoted local participation in the education of
4040 our citizens, and this successful partnership between government
4141 and the private sector serves a vital function in delivering
4242 financial aid to Texas citizens and making significant
4343 contributions to our economy; now, therefore, be it
4444 RESOLVED, That the 81st Legislature of the State of Texas
4545 hereby respectfully urge the United States Congress to maintain the
4646 Federal Family Education Loan Program and continue to refine and
4747 improve this crucial public-private partnership; and, be it further
4848 RESOLVED, That the Texas secretary of state forward official
4949 copies of this resolution to the president of the United States, to
5050 the speaker of the house of representatives and the president of the
5151 senate of the United States Congress, and to all the members of the
5252 Texas delegation to Congress with the request that this resolution
5353 be officially entered in the Congressional Record as a memorial to
5454 the Congress of the United States of America.
